On the morning of August 11, the National Assembly Standing Committee held its 48th session. The session is expected to last from August 11 to 13, with a reserve session from August 14 to 15.
Speaking at the opening session, Politburo member and National Assembly Chairman Tran Thanh Man stated that the 48th session is very important, considering and giving opinions on many draft laws and deciding on important issues to submit to the National Assembly at the upcoming 10th session.
According to the National Assembly Chairman, the 10th Session is the final session of the 15th National Assembly term, and will summarize the 2021 - 2026 term and review the work to prepare for the 80th anniversary of the first General Election to elect the National Assembly of Vietnam.
National Assembly Chairman Tran Thanh Man suggested that agencies proactively coordinate to carefully prepare documents; Secretary General of the National Assembly urges and reminds ministries and branches.
If the National Assembly agencies that have been reviewed meet the conditions and are approved by the Vice Chairman in charge of the National Assembly, they should report to the National Assembly Chairman to adjust the program so that the National Assembly Standing Committee can promptly consider and include it in the 10th Session program, the National Assembly Chairman emphasized.
The National Assembly Chairman said that on July 3, 2025, the Government issued Report No. 618 proposing to add many legal documents to the 2025 Law and Ordinance Development Program. According to the report, in addition to 20 documents that need to be added to the 2025 legislative Program, ministries and branches also proposed adding 11 draft laws to the 10th Session Program to submit to the National Assembly for consideration and approval.
In that spirit, the National Assembly Chairman requested the Ethnic Council and the National Assembly Committees to proactively review and allocate appropriate and satisfactory resources for necessary contents, ensure quality and progress, and be ready to carry out additional legislative work.
At the same time, the Law and Justice Committee closely coordinates with Government agencies to advise on adjusting the 2025 Legislative Program to submit to the National Assembly Standing Committee for timely consideration and decision.

Agencies must maintain discipline and order. The closer to the end of the term, the more we must work to the destination, effectively and responsibly. The National Assembly Office arranges the contents in the session agenda reasonably and balancedly; Ministers and Heads of sectors fully attend to receive the opinions of the National Assembly Standing Committee on law-making work - the National Assembly Chairman emphasized.
In addition, the National Assembly Chairman also noted that according to the revised Working Regulations of the new National Assembly Standing Committee, after completing each content, the Standing Committee of the Ethnic Council, the Standing Committee of the National Assembly Committees and the National Assembly Office are responsible for completing the draft conclusion document and sending it to the Vice Chairman of the National Assembly for comments on the content for consideration and decision. Only in cases where it is necessary (the Vice Chairman of the National Assembly directs) shall report to the Chairman of the National Assembly before issuing.
"The workload of the session is large, with high requirements, short time, we hope that the agencies will report briefly and clearly, ensuring time; members of the National Assembly Standing Committee will speak focusedly and with the right focus, clarify issues with different opinions, and unify so that the agencies can absorb them" - the National Assembly Chairman requested.
