On the afternoon of May 21, in Hanoi, Politburo Member, National Assembly Chairman Tran Thanh Man worked with the Standing Committee of the Law and Justice Committee on key tasks for 2026 and the term 2026 - 2031.
Speaking at the working session, National Assembly Chairman Tran Thanh Man said that in the 15th National Assembly term and the first 5 months of this year, the Committee has completed a very large volume of tasks, many new tasks, difficult tasks, and urgent tasks, making extremely important contributions to the National Assembly's institutional improvement.
The National Assembly Chairwoman requested to clarify whether the assignment of tasks between the Standing Committee of the Committee, Sub-committees, Department of Law and Justice is clear? What points are still overlapping, overloaded, and responsibilities are not clear?
Clarify the progress, difficulties, output products and issues beyond authority that need to be consulted in the implementation of major assigned tasks, especially law-making, corruption prevention and control, wastefulness, and negativity; general review of the system of legal normative documents; monitoring the operation of the 2-level local government model.
Regarding legislative tasks in 2026 and the entire term, the National Assembly Chairwoman noted that the workload is very large, many projects are fundamental, directly related to human rights, citizens' rights, organizational structure, justice, administration and the development environment.
Therefore, the Standing Committee needs to clarify which stage is the biggest pressure on policy quality, dossiers, deadlines, coordination with the drafting agency or technical review after approval; and at the same time propose a mechanism to control quality early and remotely.
Regarding the supervision and organization of law enforcement, the National Assembly promulgates many laws, but if detailed regulations are slow, not in accordance with the spirit of the law, or additional procedures and conditions arise, the law will not go into life.
Therefore, the Standing Committee clarifies how to innovate to more effectively supervise the implementation of legal normative documents, supervise the implementation of the 2-level local government model, reform administrative procedures, prevent corruption, wastefulness, and negativity; strengthen early warning, apply digital transformation, AI to detect contradictions, overlaps, and inadequacies.
The National Assembly Chairwoman also requested that the Standing Committee of the Committee thoroughly exchange views on the conditions to ensure the operation of the Committee and the Department of Law and Justice, especially human resources, administrative support mechanisms, digital transformation, and petition processing software. The goal is to allow professional staff to focus at the highest level on core tasks of research, appraisal, supervision, and policy and legal advice.
