Speaking at the opening, Politburo Member, National Assembly Chairman Tran Thanh Man said that this session will be conducted in a spirit of urgency and brevity, and will consider 3 contents.
In which, considering and approving the Ordinance amending and supplementing a number of articles of the Ordinance on Merging Legal Documents. This is an important task, aimed at timely adjusting regulations to suit reality, institutionalizing the Central Government's conclusion on completing the legal system structure, meeting the requirements of national development in the new era.
Along with that, consider the report on people's aspirations of the National Assembly in March and April 2026. This is a transitional period, voters place many expectations and also send many thoughts and aspirations.
Therefore, the National Assembly Chairwoman requested to realistically assess the resolution of voters' and people's petitions, especially urgent issues arising in the past time.
The third content is to summarize the First Session and give initial opinions on the preparation for the Second Session of the 16th National Assembly.
National Assembly Chairman Tran Thanh Man proposed to directly assess what has been done and not done, clearly identify the contents that need to be adjusted right from the second session and not to repeat the situation of sending dossiers late and making mistakes in the first session recently.
At the same time, the National Assembly Chairwoman requested strict implementation of the provisions of the Law on Promulgation of Legal Documents. Along with that, the issue of sending documents to the National Assembly Standing Committee, National Assembly deputies, Ethnic Councils, and National Assembly Committees needs to ensure time and quality.
As Prime Minister Le Minh Hung said, laws submitted to the National Assembly must be accompanied by decrees. If laws and decrees are of good quality, the National Assembly Standing Committee, the Ethnic Council, and the Committees will verify and submit them to the National Assembly for approval.
It is necessary to innovate the thinking of building laws, in which, clearly define the roles of the National Assembly, Government, and Ministries to build laws of increasingly high quality" - the National Assembly Chairman emphasized.

The head of the National Assembly noted that there are still some contents that need to be adjusted and postponed to subsequent sessions.
Including documents detailing the implementation of laws and resolutions that have been passed from the 9th and 10th Sessions of the 15th National Assembly under the authority of the National Assembly Standing Committee, which are very slow compared to the requirements.
The National Assembly Chairman requested the submitting agencies and the drafting agency to seriously draw experience and clarify responsibilities. On the Government's side, the Government must seriously draw experience, on the side of the Ethnic Council and Committees, it is requested that the Vice Chairmen in charge work seriously and draw experience from this delay.
The Standing Committee of the Ethnic Council, Committees, and the National Assembly Office coordinate, urge, and closely monitor the progress, and promptly report to the National Assembly Standing Committee.
Regarding the laws and resolutions just passed by the National Assembly, the National Assembly Chairman requested the Government to urgently and drastically direct the development and promulgation of complete and timely detailed regulations.
Relevant agencies urgently review and complete dossiers to submit to the NASC for promulgation of documents under their prescribed authority.
The consistent viewpoint is not to let overdue guiding documents arise, not to leave legal loopholes. Laws and resolutions can be implemented immediately in practice, because currently people and businesses are waiting for guidance in decrees and circulars to implement synchronously.
