The Hanoi People's Committee has just sent a report to the Hanoi People's Council on the results of implementing Resolution 30/NQ-HDND on the results of supervising the implementation of discipline, order and responsibility in the performance of public duties of state agencies in Hanoi.
Accordingly, the Hanoi People's Committee has directed and implemented the rotation, transfer, secondment, and conversion of positions of officials of the city's departments, branches, and departments and districts, towns, and Party committees directly under the City Party Committee for the period 2024-2025 according to Plan No. 188-KH/TU dated November 6, 2023 of the Standing Committee of the City Party Committee.
According to the review results of agencies and units, by August 2024, the city has 81 department heads and 245 deputy department heads who have held the position for 8 years or more.
Since the issuance of Plan No. 188-KH/TU, the city has transferred and assigned 300 cases, including 97 department heads and equivalent positions, and 203 deputy department heads and equivalent positions.
Also according to the report, in 2024 (up to the reporting time), the whole city conducted 299 public service inspections, of which the City Public Service Inspection Team conducted 27 surprise inspections at 19 People's Committees of communes, wards and towns; 5 administrative agencies under districts, 3 units under departments, 2 inspections under direction.
City departments, branches, People's Committees of districts, towns and co-management units in the city conducted 270 inspections (167 surprise inspections, 103 planned inspections with more than 1,082 units inspected).
The inspection and supervision content focuses on the implementation of administrative discipline, receiving and handling administrative procedures, compliance with internal regulations and working regulations, spirit and attitude of serving the people, code of conduct of cadres, civil servants, public employees and workers at the agency; the implementation of professional processes, conclusions and instructions of the Party Committee and government, working style and manners of cadres, civil servants and public employees.
After inspection, notices are issued, requiring units to seriously rectify and overcome existing problems.
The city requires departments, branches and localities to tighten discipline, improve public ethics of cadres, civil servants, public employees and workers in accordance with the spirit of Directive No. 24-CT/TU dated August 7, 2023 of the Standing Committee of the City Party Committee on strengthening discipline, discipline and responsibility in handling work in the political system of Hanoi City.
Leaders and managers, especially heads, must be truly exemplary and take the lead in terms of responsibility, professionalism, dedication to serving the people, saying what they do; daring to think, daring to do, daring to take responsibility, daring to face and overcome difficulties and challenges for the common work; closely linking the level of task completion of each agency and unit with the responsibility of the head for the performance of his or her unit.
Resolutely handle cadres and civil servants according to the level of violation (if any), promptly replace or transfer when they do not meet task requirements.
