Announcement of 2 resolutions
Mr. Tran Thanh Man - Politburo member, Chairman of the National Assembly - attended and directed the conference. Also attending were members of the Party Central Committee, members of the National Assembly Standing Committee, leaders of agencies of the National Assembly and the Government.
At the conference, comrade Hoang Thanh Tung - Member of the Party Central Committee, Chairman of the National Assembly's Judicial Committee - announced two resolutions of the National Assembly and the National Assembly Standing Committee, both of which will take effect from January 1, 2025.
Resolution No. 169/2024/QH15 was passed by the National Assembly on November 30, 2024 on the organization of urban government in Hai Phong City. This Resolution clearly stipulates the tasks, responsibilities, powers, and organizational structure of the City People's Council. Local government in Hai Phong City, Thuy Nguyen City, districts, communes, and towns in the city is a local government level consisting of the People's Council and the People's Committee. Local government in districts in the city is the District People's Committee. Local government in wards in the city is the Ward People's Committee (districts and wards do not have People's Councils). The organization of urban government in Hai Phong City according to the model prescribed in this Resolution shall be implemented from July 1, 2025.
Resolution No. 1232/NQ-UBTVQH15 of the National Assembly Standing Committee on the arrangement of district and commune-level administrative units of Hai Phong City for the 2023-2025 period was approved on October 24, 2024.
According to this resolution, Thuy Nguyen district was converted into Thuy Nguyen city, An Duong district was converted into An Duong district, An Hong, An Hung and Dai Ban communes of An Duong district were transferred to Hong Bang district, and communes and wards were merged.
When the resolution comes into effect, Hai Phong City has 15 district-level administrative units (including 8 districts, 6 counties and 1 city); 167 commune-level administrative units (reducing 50 focal points) including 79 wards, 7 towns and 81 communes.
Perfecting the urban government organization model
Speaking at the announcement ceremony of the two resolutions, National Assembly Chairman Tran Thanh Man stated: The implementation of the urban government model and the arrangement of administrative units are in line with the reality and development trends of the city; creating conditions to concentrate resources on land and population, expanding space for planning, effectively promoting potentials and strengths for socio-economic development.
At the same time, it contributes to streamlining the apparatus, reducing staff, improving the effectiveness and efficiency of local government operations; saving budget expenditures, contributing to improving the lives of cadres, civil servants and people; ensuring national defense; maintaining social order and safety in the new situation.
The National Assembly Chairman emphasized that the implementation of the urban government model and the arrangement of administrative units requires determination, perseverance and close coordination between all levels, sectors and the people. The city must identify this as a key task, focus on leadership, direction and concentrate efforts to organize implementation.
To effectively implement these two important resolutions, the National Assembly Chairman requested Hai Phong City to organize the implementation synchronously and effectively, perfecting the urban government organization model in accordance with the spirit of the resolution, ensuring stability, unity, and no interruption in state management activities and public service provision; quickly perfecting the government system at all levels after the arrangement, ensuring unity and connectivity in state management; focusing on training and fostering cadres and civil servants to meet the requirements of tasks in the new situation.
The city needs to do a good job of propaganda and dissemination so that people understand the purpose and meaning of the resolutions. At the same time, simplify administrative procedures, especially those related to changing documents and records of people and businesses after the rearrangement; thoroughly resolve problems and recommendations arising during the implementation process; ensure the legitimate rights of officials, civil servants, and workers, especially those affected by the streamlining of payroll or job rearrangement.
The city needs to strengthen monitoring of implementation to promptly detect and resolve difficulties and problems in the implementation process, especially paying attention to the arrangement, management and use of headquarters and public assets of agencies and units in accordance with regulations, ensuring savings and efficiency; resolutely fighting against corruption, waste, negativity, and the practice of running for jobs, positions and power. The National Assembly Chairman said that Hai Phong needs to have specific policies and mechanisms to meet the requirements of development, take-off, and entering a new era, the era of national growth.
The National Assembly Chairman noted that Party committees at all levels, the government, the Fatherland Front, and organizations of the city need to thoroughly grasp and effectively implement the direction and wishes of General Secretary To Lam when he visited Hai Phong on November 14: Hai Phong needs to accelerate quality urbanization to match the role and position of a centrally-run city and must proactively link regions, building Hai Phong into a smart, modern city, a model city in terms of experience and livability...
On behalf of the City Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of Hai Phong City, Secretary of the City Party Committee Le Tien Chau affirmed that he will promptly absorb the profound and comprehensive instructions of the National Assembly Chairman, supplement and perfect the programs and plans to effectively implement the above two resolutions.
