According to the plan of the Hai Phong City People's Committee, the city continues to reduce the number of public service units under the Hai Phong City People's Committee, under departments, branches and district and commune People's Committees in the direction of merging and consolidating units according to the requirements of Resolution 18-NQ/TW, regulations of the Government, and directions of the Standing Committee of the City Party Committee and the Hai Phong City People's Committee.
Particularly for educational and training units under the People's Committees of districts, towns and cities, it is required to continue reviewing to arrange and merge preschools in the same commune-level administrative unit; arrange primary and secondary schools with less than 15 classes. Along with that, review primary and secondary schools in the same commune-level administrative unit to propose plans to arrange and merge schools of the same level or establish a joint primary and secondary school (depending on the actual conditions of the locality) to ensure the principle of creating convenience for people and ensuring the rights of students.
The city dissolved the District Vocational Education and Continuing Education Center and transferred its functions and tasks to the Hai Phong Continuing Education Center under the Department of Education and Training. At the same time, the Construction Investment Project Management Board and the Land Fund Development Center were merged into the Land Fund Development Center; the operations of the Market Management Boards in 7 districts of Hong Bang, Ngo Quyen, Le Chan, Kien An, Thuy Nguyen, Tien Lang, and Cat Hai were terminated.
The city also merged the Do Son Tourism Service Center into the District Culture - Information and Sports Center; merged the Management Board of the Mac Dynasty Kings Memorial Site, Kien Thuy District into the Kien Thuy District Culture - Information and Sports Center; the Management Board of the Nguyen Binh Khiem Monument merged with the Vinh Bao District Culture - Information and Sports Center.
Hai Phong City People's Committee will also transfer the Medical Center under the Department of Health to the district for management and end the operation of the Steering Committees under the district People's Committee. The completion time is before December 31, 2024.
Regarding the payroll and number of employees, in the immediate future, the payroll of new agencies, localities and units will be arranged at the maximum number of employees present before the implementation of the arrangement, merger and consolidation. However, agencies, localities and units must develop plans to reduce payroll according to the regulations of the Central Government.
