Announcement of 2 Resolutions on administrative unit arrangement in Hai Phong

Hai Phong - On December 18, Hai Phong City held a conference to announce the Resolution of the National Assembly and the National Assembly Standing Committee on administrative unit arrangement for 2023-2025.

Comrade Tran Thanh Man, Politburo member and Chairman of the National Assembly attended the conference. Also attending were members of the Party Central Committee, members of the National Assembly Standing Committee, and leaders of agencies of the National Assembly and the Government.

Speaking at the conference, National Assembly Chairman Tran Thanh Man stated: The implementation of the urban government model and the arrangement of administrative units are in line with the reality and development trends of the city.

To effectively implement the resolutions, Hai Phong City needs to continue to organize synchronous and effective implementation, perfecting the urban government organization model to ensure stability, unity, and no interruption in state management activities and public service provision.

Along with that, quickly perfect the government system at all levels after the arrangement, ensuring unity and connectivity in state management; focusing on training and fostering cadres and civil servants to meet the requirements of tasks in the new situation.

The National Assembly Chairman pointed out that the most important thing is to rearrange administrative units, the local socio-economic situation must develop more, businesses are served more conveniently, the material and spiritual life of the people is better; traditional cultural values ​​are preserved, transmitted and promoted more effectively.

Hai Phong needs to strongly decentralize to the city government in areas such as urban management, planning, investment, finance, ensuring autonomy and self-responsibility; develop policies and strategies for socio-economic development suitable to the scale and characteristics of administrative units after the rearrangement; focus resources on developing and upgrading technical infrastructure and social infrastructure, attracting investors and improving the quality of life of people, aiming to become a smart and modern city.

The city needs to strengthen monitoring of implementation, promptly detect and resolve difficulties and problems during implementation. In particular, it is necessary to pay attention to the arrangement, management and use of headquarters and public assets of agencies and units in accordance with regulations, ensuring savings and efficiency. At the same time, resolutely fight against corruption, waste, negativity, and acts of running for jobs, positions and power.

According to a resolution of the National Assembly and the National Assembly Standing Committee, Hai Phong City will organize a model of one - level and two - level urban administration; in urban districts and wards, no People's Council will be organized.

Hai Phong will reorganize district and commune-level administrative units to establish Thuy Nguyen city and An Duong district under the city; reduce 50 commune-level administrative units (equivalent to 23% of the total number of commune-level administrative units in the city, the second largest reduction in the country). The resolutions take effect from January 1, 2025.
