Deputy Prime Minister Tran Hong Ha has just signed Decision No. 1818/QD-TTg dated August 25, 2025 of the Prime Minister approving the Project to invest in building ports and wharves of the People's Public Security (CAND) nationwide and equipping patrol vessels for the Waterway Police force to ensure security and order, prevent crimes, rescue and relief on waterways.
The specific goals of the project are as follows:
- By 2026:
+ Invest in the construction of a new CAND Seaport with a suitable location to implement the professional activities of the CAND force in Quang Ninh province.
+ Investing, renovating and upgrading 3 existing People's Court and Building Ben and building 7 new CAND water wharves to ensure modern requirements and tasks.
+ Invest in purchasing modern patrol and control vessels ready to carry out patrol, control, and handle violations of the law; fight against crime.
- After 2026:
+ Invest in the construction of 4 new CAND Water Parks on key waterways, with suitable locations to implement the professional activities of the CAND force in the following provinces and cities: Da Nang, Khanh Hoa, An Giang, Dong Thap.
+ Continuing to invest, renovate and upgrade 10 existing People's Court and Ben Ben and build 32 new CAND terminals to ensure modern requirements and tasks in the new situation.
+ Continue to invest in purchasing modern patrol and control vessels ready to carry out patrol, control, and handle violations of the law.
+ Complete the team directly performing patrol and control tasks; crew and vehicle registration and inspection forces.
Regarding the location and scale of investment in ports and wharves, the People's Public Security decides to require:
In the Northern region: Build 1 Type I Seaport in Quang Ninh province; invest in the construction and upgrading of 14 People's Public Security Wharf, specifically: build 11 People's Public Security Wharf in the provinces and cities including: Phu Tho, Bac Ninh, Hanoi, Hai Phong, Hung Yen, Ninh Binh, Quang Ninh and the Traffic Police Department (Quang Ninh province); renovate and upgrade 3 People's Public Security Wharf in Hai Phong, Ninh Binh, Phu Tho.
In the Central region: Build 2 types I and III wharves in Khanh Hoa province and type III in Da Nang; invest in the construction and renovation of 11 CAND wharves, specifically: build 10 new CAND wharves in provinces and cities, including: Thanh Hoa, Ha Tinh, Quang Tri, Hue, Da Nang, Quang Ngai, Gia Lai, Khanh Hoa and the Traffic Police Department (in Nghe An and Da Nang); renovate and upgrade: 1 CAND wharf in Nghe An province.
In the Southern region: Build 2 types of Water Parks I in An Giang and Dong Thap provinces; invest in the construction and upgrading of 27 CAND Wharf Sites, specifically: build 18 new CAND Wharf Sites in provinces and cities including: Dong Nai, Vinh Long, Tay Ninh, An Giang, Ca Mau, Ho Chi Minh City, Can Tho and the Traffic Police Department (Can Tho and Ho Chi Minh City); renovate and upgrade 9 CAND Wharf Sites in the provinces and cities: Dong Thap, Vinh Long, Ca Mau, Can Tho.
Invest in building 5 Ship Teams of the Waterway Police force stationed at 5 CAND Seaports ready to carry out patrol, control, and handle violations of the law. The fleet includes: 1 command ship, 2 patrol and control ships; 3 high-speed boats.
