1. In the victorious atmosphere of the great August Revolution, on August 19, 1945, the Vietnam People's Public Security force was born, marking an important historical milestone in the cause of protecting the country's security and order. Right from the early days of its establishment, in the context of countless difficulties, under the leadership of the Party, the People's Public Security force has been resourceful and brave, together with revolutionary forces to destroy many plots of the empire and colonialists, to join forces with domestic reactionaries in order to overthrow our young government, firmly protecting the new political system and the lives of the people.
In the two resistance wars against French colonialism and American domination, the People's Public Security force closely coordinated with the People's Army to overcome hardship and challenges, fight steadfastly and persistently mobilize the masses to participate in destroying, eliminating evil, and destroying evil, achieving many great feats, contributing significantly to the entire Party, army, and people of our country's national independence and national reunification.
After the great victory in the Spring of 1975, the whole country entered the process of building and defending the Fatherland, promoting innovation and international integration. The People's Public Security force continues to promote its role as a strategic, core, and shock advisory on the front line of national security protection; always steadfast, steadfast, upholding the spirit of revolutionary vigilance, actively preventing and proactively advancing. The force promptly discovered and arrested most of the intelligence agencies to invade and destroy reactionary organizations, neutralize plots of riots, disorder, and political and social instability; at the same time, fiercely fight against hostile forces at home and abroad, including underground forces, political opportunity targets, and dissatisfied elements, taking advantage of the issue of "democracy" and "power" to silently sabotage the Party and the State.
In the current period, the People's Public Security force has done a good job of advising and forecasting internal and foreign policies, actively advising the Party, National Assembly and Government to maintain a strategic proactive position, contributing to the completion of major orientations, policies and important decisions on political security, order, social safety, protection of territorial sovereignty, interests and national security.
National security protection work has been focused on and directed resolutely, achieving many breakthrough results; grasping the situation, promptly and effectively handling all potential complicated security factors from the outside, inside, early, from afar, from outside the territorial border, from the grassroots, right from the time of formation, not allowing complicated developments. Focus on restraining and gradually eliminating complicated security issues that have lasted for many years; fight and resolutely handle key anti-ship targets, including those from outside national borders, creating deterrence, ensuring political and foreign requirements.
Absolutely protect security and safety throughout the process of building and developing a socialist rule of law state; firmly protect key national goals and projects, important political, cultural and social events of the country; ensure absolute safety for the activities of Party and State leaders, international delegations and international conferences held in Vietnam. The People's Security Force maintains internal political security, protects the Party's ideological foundation, cultural security, economic security; ensures social order and safety in strategic and key areas.
At the same time, the People's Public Security force, especially the Criminal Police and Investigation Police, has proactively identified, analyzed, assessed and correctly forecasted the crime situation; synchronously deployed professional measures, applied many fundamental solutions to prevent and combat crimes both during and after the COVID-19 pandemic; promptly detected, prevented, and promptly handled new methods and tricks of crime. Many major projects have been successfully investigated and discovered, contributing to curbing the increase in crime, maintaining legal discipline and gradually building an orderly, safe and healthy society.
Innovation in thinking, awareness and action in all aspects of work to ensure social order and safety, taking people as the center, the subject, the driving force, and the resource; putting the safety of people's lives, health, and property above all, first of all; deploying many solutions to improve the effectiveness of state management of security, traffic safety and order, fire prevention and fighting, creating strong, positive changes, spreading in society.
In addition, the People's Public Security force has actively advised Party committees and authorities at all levels to care for and effectively implement policies on socio-economic development, social security, and improving the material and spiritual life of the people. Strengthen the construction of a movement for the entire people to protect national security, associated with patriotic emulation movements in the locality. Proactively and closely coordinate with ministries, branches, localities, and philanthropists to build tens of thousands of houses for poor households, policy families, families with housing difficulties, boarding houses for students in remote areas, especially difficult areas, strategic areas for national defense and security using socialized capital, thereby contributing to transforming the area, solving the root problem of ensuring national security and human security.
Every contribution, every sacrifice, every feat of the People's Public Security force is a vivid testament to the spirit of "forgetting oneself for the country, serving the people", contributing to beautifying the heroic tradition of the nation. The force has maintained political stability, protecting national security, social order and safety; ensuring absolute safety for key goals and projects, major events; proactively preventing and suppressing crimes, failing all sabotage plots, creating a stable environment for national development and enhancing Vietnam's position in the international arena.
2. In the process of building, fighting and growing, the People's Public Security force has always been proactive and actively taking the lead in institution building, proposing new issues to contribute to perfecting the policies of the Party and State and building a socialist rule-of-law State.
In particular, many solutions have been proposed to the Party, National Assembly, and Government to perfect institutions, many important policies and laws on national security protection, ensuring social order and safety of the country; proactively, actively, taking the lead in thoroughly grasping and implementing many innovation policies, the revolution of streamlining the apparatus, solutions to improve the effectiveness of state management in ensuring social order and safety; building a revolutionary, disciplined, elite, and gradually modern police force, meeting the requirements and tasks in the new situation.
In the 3 terms of the 13th, 14th and 15th National Assemblies alone, the Ministry of Public Security has chaired the consultation to submit to the National Assembly for approval 32 draft laws and 8 draft resolutions; in which, there are many especially important draft laws, effectively serving the cause of building and developing the country in the new era, integrating internationally, protecting the legitimate rights and interests of the people, in accordance with the Party's guidelines and policies, international practices as well as meeting the requirements of the practical fight against crime and ensuring the humanity and deterrence of the law, which has received great attention from cadres, party members, public opinion and the masses (such as: Criminal Code (amended); Data Law; Law on Personal Data Protection; Law on Road Traffic Safety; Law on People's Protection (amended Law on Law on Law on People's Protection; Law on Fire Prevention and Fighting; Law on Fire Prevention and Fighting; Law on Fire Prevention and Fighting; Law on Fire Prevention and Fighting.
Not only that, the Ministry of Public Security also has many strong breakthroughs and innovations in law-making thinking; has closely coordinated with relevant agencies to implement for the first time the National Assembly has applied the form of contributing opinions on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution through the VNeID application; the draft laws drafted by the Ministry of Public Security have promoted the reduction of administrative procedures, creating favorable conditions for people and businesses (such as: the Law on Fire Prevention and Fighting cuts 27 procedures...).
These are the strong marks of the police force in law-making and institutional improvement in recent times, affirming the active and leading role of the force in thoroughly grasping and promoting institutional breakthroughs - "breakthrough of breakthroughs" in the direction of the Party Central Committee and General Secretary To Lam.
3. To continue to effectively implement Resolution 12-NQ/TW dated March 16, 2022 of the Politburo on promoting the building of a truly clean, strong, disciplined, elite, and modern People's Public Security force to meet the requirements of tasks in the new situation; at the same time, further promoting the role in the cause of protecting security and order, contributing to building and defending the Fatherland, and developing the country's socio-economy, especially in the work of building and perfecting institutions, the Central Public Security Party Committee and the Ministry of Public Security need to closely coordinate with the agencies of the National Assembly, ministries, branches, and relevant agencies to focus on effectively implementing the following key tasks:
First, proactively grasp the situation, strengthen the consultation of Party and State leaders to lead and direct the work of law making and improving and deciding on important issues of security and social order; thereby, creating a complete, synchronous legal corridor and a solid political and diplomatic foundation, in accordance with the requirements of national defense and international integration. At the same time, organize law enforcement in a strict and fair manner, not allowing loosness or abuse of power; resolutely fight against crime and law violations; improve the effectiveness of the protection of human rights, the legitimate rights and interests of organizations and individuals; contribute to building a safe and disciplined social environment, creating a solid foundation for socio-economic development.
Second, closely coordinate in the spirit of accompanying, proactively early and remotely during the process of reviewing the draft law proposal dossier, the draft law dossier and the process of receiving and explaining the opinions of National Assembly deputies, ensuring quality and progress to report to the National Assembly Standing Committee, submit to the National Assembly for consideration, pass laws, resolutions, and Ordinance, meeting the requirements in Resolution No. 66-NQ/TW dated April 30, 2025 of the Politburo on innovation of law-making and enforcement, Resolution No. 197/2025/QH15 dated May 17, 2025 on a number of special mechanisms and policies that create breakthroughs in the development and organization of law enforcement of the National Assembly, meeting the requirements of national development in the new era.
Third, actively participate in topical subjects of supervision on national security protection, ensuring social order and safety, fighting against crime and building a People's Public Security force in the spirit of Resolution 12-NQ/TW dated March 16, 2022 of the Politburo, thereby contributing to continuing to improve the effectiveness of state management of security and social order protection; share to help voters and people nationwide understand and sympathize with the extremely difficult, complicated and arduous tasks of the People's Public Security force; pay more attention to the regime and policies for police officers and soldiers...
Fourth, improve the effectiveness of coordination in advising leaders of the Party, National Assembly, and Government in deciding on important issues of the country regarding security, order, and important national issues. In particular, it is necessary to be proactive, not to let sabotage, passive, or unexpected incidents happen in any situation; protect national security, human security, economic security, and cybersecurity; absolutely protect the safety of key targets, important political events, and immediate goals, focus on absolutely protecting the safety of the 80th Anniversary of the successful August Revolution and National Day of the Socialist Republic of Vietnam; Party Congresses at all levels, towards the 14th National Congress of the Party; election of 16th National Assembly deputies and People's Council deputies at all levels, term 2026-2031; 80th Anniversary of the First General Election Day of the Vietnam National Assembly.
Fifth, actively and proactively transform the state of operation and coordination in the spirit of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation; in which, it is necessary to strengthen connection and data sharing between national databases and specialized databases, serve digital transformation and improve the efficiency of state management; at the same time, focus on the coordination regulations signed between the Ministry of Public Security and the National Assembly agencies to develop a detailed and specific annual plan, and implement it regularly and closely in accordance with the set goals and requirements.
The leaders of the Party, National Assembly and Government always believe that, with the glorious tradition of 80 years of heroism, solidarity and unity, the People's Public Security will successfully complete all assigned tasks, worthy of being an important, reliable and absolutely loyal armed force of the Party, State and People, making even greater contributions to the cause of innovation, promoting industrialization and modernization, bringing the country to rapid and sustainable development in the era of national growth, standing shoulder to shoulder with the world powers as President Ho Chi Minh always wished.
