On behalf of the Politburo, General Secretary and President To Lam signed and promulgated Regulation No. 193-QD/TW on the functions, tasks, powers, working regime, and working relations of the Central Steering Committee for Institutional Improvement and Law Enforcement (Steering Committee).
Regarding functions, the Steering Committee established by the Politburo has the function of advising and assisting the Politburo and the Secretariat in deciding on policies, guidelines, and major orientations on perfecting institutions and law enforcement; leading, directing, coordinating, urging, inspecting, and supervising important and strategic tasks on perfecting institutions and law enforcement, focusing on leading and directing the implementation of Resolution No. 66-NQ/TW, dated April 30, 2025 of the Politburo on innovating law-making and law enforcement to meet the requirements of national development in the new era.
Regarding tasks, the Steering Committee is responsible for advising and proposing to the Politburo and the Secretariat to consider and decide on major and strategic orientations on mechanisms, policies, and solutions to improve institutions and law enforcement. At the same time, directing the resolution of strategic issues, inter-sectoral issues, and major bottlenecks that require unified direction from the Central Government in the process of implementing the Party's guidelines and policies on perfecting institutions and law enforcement.
The Steering Committee also performs the task of directing, urging, coordinating, inspecting, and supervising Party committees and Party organizations at all levels in implementing Party resolutions and regulations on perfecting institutions and law enforcement. Direct Party committees and Party organizations directly under the Central Government to inspect, supervise, and strictly handle Party organizations and Party members who delay, obstruct or fail to implement tasks and solutions to perfect institutions and law enforcement.
Regarding working principles, Regulation 193-QD/TW states: The Steering Committee is under the direct leadership and direction of the Politburo and the Secretariat. The Steering Committee works according to the principle of democratic centralism; collective discussion, the Head of the Steering Committee concludes and directs implementation. The Steering Committee operates in accordance with its assigned functions, tasks, and powers; does not replace the functions and tasks of agencies, organizations and competent persons of agencies and organizations in the political system.
The Steering Committee works according to the annual work program, meets periodically every 6 months, and holds extraordinary meetings when necessary. The Standing Committee of the Steering Committee meets periodically every 3 months, and holds extraordinary meetings when necessary. In necessary cases, the Standing Committee of the Steering Committee requests opinions from the Steering Committee in writing.
When necessary, the Steering Committee organizes national conferences or thematic conferences on institutional improvement and law enforcement with Party committees, agencies, and organizations in the political system.
Based on task requirements, the Head of the Board decides to convene meetings and extraordinary meetings of the Steering Committee and the Standing Committee of the Steering Committee.
