Strongly shift investment relations between Vietnam and Japan towards joint construction

HUE - Prime Minister Le Minh Hung requests to definitively handle the recommendations of Japanese businesses, promote investment relations in the direction of joint development and joint creation.

Resolve appropriate petitions to the end

On September 6, in Hue City, within the framework of the 2nd Vietnam - Japan Local Cooperation Forum, Politburo Member, Prime Minister Le Minh Hung chaired a working session with representatives of Japanese businesses in Vietnam.

Also attending were Politburo Member, Minister of Foreign Affairs Le Hoai Trung; Minister, Chairman of the Government Office Dang Xuan Phong; Member of the Party Central Committee, Minister of Science and Technology Vu Hai Quan; Japanese Ambassador to Vietnam Ito Naoki, along with leaders of ministries, branches, localities and representatives of Japanese economic organizations and businesses.

At the working session, Japanese businesses exchanged views on investment, production, and business; raised difficulties and obstacles and proposed to the Government, ministries, branches, and localities to pay attention to solving them.

In the first 7 months of 2026, two-way trade turnover between Vietnam and Japan reached 33.7 billion USD, an increase of 16.8% compared to the same period in 2025. Vietnam's exports to Japan were about 17.6 billion USD, an increase of 16.6%; imports were about 16.1 billion USD, an increase of 17%.

Chairman of the Japanese Business Association in Vietnam Tsuchibashi Akito said that Japanese businesses highly appreciate Vietnam's stability and development potential and affirmed to continue long-term investment, promoting "co-innovation" between the two countries.

Prime Minister Le Minh Hung highly appreciated the exchanged opinions, saying that this is a vivid expression of the trust and spirit of companionship between the Government of Vietnam and the Japanese business community.

The Prime Minister said that Vietnam is entering a new stage of development, taking science, technology, innovation, digital transformation, green transformation, improving productivity and competitiveness as the foundation.

Vietnam advocates selectively attracting high-quality FDI projects, using advanced technology, creating high added value, with the ability to spread and connect with domestic enterprises. Along with capital, Vietnam wishes to attract technology, knowledge, modern management, research and development activities, and high-quality human resources.

Regarding the 9 groups of issues raised by Japan related to transportation, education, energy, taxes, science and technology, retail..., the Prime Minister requested ministries, branches, and localities to urgently review and thoroughly handle issues under their authority according to a specific roadmap.

The answers and processing results must be sent to the Vietnam Chamber of Commerce and Industry to coordinate with the Japanese Business Association in Vietnam and businesses to review and evaluate; and publicize on the Government Electronic Information Portal and related information portals.

Prime Minister Le Minh Hung emphasized that issues under the authority of which level must be proactively resolved on schedule. Regulations that are not suitable for reality must be studied and amended; issues beyond authority must be promptly reported to competent authorities.

Partners for joint development and creation

According to Prime Minister Le Minh Hung, Japan has strengths in technology, capital, management and high-quality human resources, in line with Vietnam's development orientation.

The Prime Minister wished Japanese businesses to continue to expand investment and coordinate with Vietnamese businesses in areas such as strategic infrastructure, railways, green transformation, energy transformation, digital transformation, science and technology, semiconductor and human resource training.

Japanese businesses are proposed to strengthen links and support Vietnamese businesses to improve management capacity, technology and production standards, creating conditions for domestic businesses to participate more deeply in the supply chain of Japanese corporations.

The Prime Minister proposed strongly shifting the Vietnam-Japan investment relationship from "investors and investment locations" to "partners for joint development and creation"; jointly research, innovate, produce and effectively participate in the global value chain.

The Vietnamese Government is committed to continuing to listen and accompany businesses; building a stable, transparent, equal, safe and highly predictable investment and business environment.

We are committed to going to the end in resolving valid recommendations; and at the same time have an exchange mechanism to help all parties understand and implement regulations synchronously and uniformly" - Prime Minister Le Minh Hung emphasized.
