On May 28, the Government Office announced that it had issued Document 4853/VPCP-CN conveying the direction of Politburo Member, Standing Deputy Prime Minister Pham Gia Tuc on reviewing and investing in upgrading and completing expressway routes that have been invested in a phased scale.
Document 4853/VPCP-CN states: Considering the proposal of the Ministry of Construction on reviewing and investing in upgrading and completing expressway routes that have been invested in a phased scale; implementing the direction of the Prime Minister, Standing Deputy Prime Minister Pham Gia Tuc has given instructions on this issue.
The Standing Deputy Prime Minister assigned the Ministry of Construction to preside over and coordinate with the Ministry of Finance and relevant ministries, branches, and localities to carefully review the investment roadmap for upgrading and completing the expressways that have been invested according to phasing scale according to priority order associated with assessing investment efficiency in socio-economics, national defense - security and ensuring the ability to balance the state budget.
The Standing Deputy Prime Minister noted that it is necessary to proactively study appropriate mechanisms and policies to mobilize non-state budget investment capital, report to competent authorities (Political Bureau, National Assembly) in accordance with regulations and rules; report to the Prime Minister before June 15, 2026.
Implementing the Resolution of the 13th Party Congress on infrastructure development, in the past time, the Government, the Prime Minister, ministries, branches and localities have been very drastic in implementing expressway construction projects.
According to a report by the Ministry of Construction, to date, about 2,801km of expressways have been and are being phased in investment, of which about 2,107km (548km of 2-lane roads; 1,559km of 4-lane restricted roads) have been put into operation and technically opened to traffic; 694km (105km of 2-lane roads; 589km of 4-lane restricted roads) are under construction.
These expressways are basically deployed in the form of public investment (2,135km, accounting for 76% of the length); some sections are deployed in the form of public-private partnership (666km).
