On August 29, Politburo Member, Standing Deputy Prime Minister Pham Gia Tuc just signed Official Dispatch No. 60/CD-TTg of the Prime Minister on accelerating the progress of implementing investment projects to build expressway projects in the Northern region.
According to the telegram, currently, in the northern provinces and cities, 7 expressway lines are being constructed, divided into 14 projects/component projects, the Ministry of Construction is the managing agency for 1 project, and localities are the managing agency/competent agency for the remaining projects.
The People's Committees of provinces and cities are the managing agencies/competent agencies of projects that have actively implemented them. However, to date, some projects still exist, with problems in site clearance, determining the source of construction materials; some projects are planned to be completed in 2026 but the remaining volume is large, requiring great determination and effort to be able to complete and meet the requirements.
Regarding compensation, support, and resettlement work, Chairmen of People's Committees of provinces and cities: Hanoi, Lang Son, Son La, Tuyen Quang, Thai Nguyen, Bac Ninh, Hung Yen directed and mobilized the entire political system to participate, focusing on definitively resolving obstacles, accelerating compensation, support, resettlement, relocating technical infrastructure works, ensuring the handover of clean ground to contractors for construction according to plan.
The implementation process needs to pay attention to and care for the life, spirit, and livelihoods of the affected people; ensure that the residence and living place of the people must be equal to or better than the current residence.
Regarding the supply of construction materials, the Chairmen of the People's Committees of provinces and cities: Hanoi, Thai Nguyen, Phu Tho, Hung Yen, Bac Ninh, Ninh Binh directed advisory agencies to urgently review, plan, and accelerate licensing, extension, and capacity increase procedures for mines.
Thereby, ensuring the supply of construction materials to serve projects, especially component project 3 of the Ring Road 4 - Hanoi Capital Region project, Cho Moi - Bac Kan project, Ninh Binh - Hai Phong project section passing through Ninh Binh and Hung Yen provinces that are facing difficulties in the source of construction materials.
Localities strengthen management, inspection, and close supervision, rectify compliance with legal regulations on construction material prices; promptly announce materials prices and construction price indexes, and control price levels in accordance with regulations.
Regarding construction work, the Minister of Construction, Chairmen of People's Committees of provinces and cities are the managing agencies/competent agencies for projects planned to be completed in 2026 and projects that have started construction from 2025 but the construction progress is still slow, urgently requesting investors/investors and related units to proactively review and adjust construction plans for items suitable to the actual situation, weather, especially road items of the project.
Mobilize financial resources, human resources, motorbikes, equipment, construction lines, overcome unfavorable weather, promote construction to complete projects on schedule.
Organize scientific and effective construction, ensuring quality, technical standards, and safety throughout the project life cycle, not for progress to ignore technical procedures and standards that affect the quality of the project.
