Prime Minister requests review and verification of school calls for rice support

The Prime Minister requested to review and verify whether schools have called for rice support and essential conditions to support students so that they have sufficient conditions to go to school.

Politburo Member, Prime Minister Le Minh Hung signed Official Dispatch No. 62/CD-TTg dated August 31, 2026 on the implementation of regimes and policies for students who are policy beneficiaries, vulnerable subjects, with difficult family circumstances; students from ethnic minority areas, areas with difficult and extremely difficult socio-economic conditions.

Official dispatch sent to Ministers of: Education and Training, Finance, Home Affairs; Provincial Party Secretaries, City Party Secretaries, Chairmen of People's Committees of provinces and cities.

The telegram stated: Recently, press information reflected that a school in Dien Bien province called on organizations, individuals, and communities to support rice and essential conditions to support students of the school so that they have sufficient conditions to study and go to school.

Regarding this matter, Prime Minister Le Minh Hung requested the Ministers of: Education and Training, Finance, Home Affairs; Chairmen of People's Committees of provinces and cities to urgently direct and drastically implement the following tasks:

Chairman of Dien Bien Provincial People's Committee directed to urgently review and verify press information reflected; fully and promptly implement the regimes and policies of the Central Government and localities for students eligible for benefits; and proactively mobilize and allocate legitimate resources to support students in difficult circumstances, ensuring that they have sufficient essential conditions to go to school, study and live.

Chairmen of People's Committees of provinces and cities direct the review and full implementation of policies for children, students, and trainees, especially those studying in boarding schools, semi-boarding schools, and boarding general schools in land border communes; ethnic minority and mountainous areas, particularly difficult communes in coastal, coastal and island areas; students from poor and near-poor households, policy beneficiaries, vulnerable groups and those in difficult circumstances.

Proactively and promptly have solutions to remove difficulties and obstacles for issues under their authority; report to competent authorities for issues beyond their authority.

The Ministry of Education and Training shall preside over and coordinate with the Ministry of Finance, the Ministry of Home Affairs and relevant ministries, agencies, and localities to urgently review nationwide the implementation of policies for children, students, and trainees in difficult circumstances and policy beneficiaries; especially issues arising after administrative unit arrangement; summarize, evaluate and propose appropriate solutions, and report to the Prime Minister before 2:00 PM on September 3, 2026.

At the same time, urgently review, study, amend, supplement, and adjust relevant policies; including policies for boarding students in the direction of calculating the place of residence, distance, traffic conditions, terrain and actual conditions of learners to issue according to their authority or submit to competent authorities for promulgation; report to the Prime Minister in September 2026.
