At the regular Government meeting in July held on August 7, Minister of Finance Nguyen Van Thang reported on the socio-economic situation in July and the first 7 months of the year.
The model of local government at both levels is sometimes still stuck, not being guided and resolved in a timely manner; some localities have not arranged enough key leaders and qualified officials, especially at the commune level.
The lives of a part of the people and workers are still difficult. The situation of natural disasters, floods, and extreme weather is complicated, unpredictable, and against the law, greatly affecting people's assets, infrastructure, production and daily activities.
The security and order situation in some areas, traffic accidents, fires and explosions, high-tech crimes, cybersecurity... are still complicated.
In the third quarter, according to Minister of Finance Nguyen Van Thang, the world situation is forecast to continue to develop in a complex and unpredictable manner, with many difficulties, challenges, and unpredictable problems.
The workload at the end of the year is very large, ministries, branches and localities continue to comprehensively and effectively implement resolutions and conclusions of the Central Committee, the Politburo, the Secretariat, key leaders, the National Assembly, the direction of the Government, the Prime Minister, monthly resolutions, thematic resolutions...
At the same time, note the main tasks and solutions that need to be focused on in August and the third quarter such as: Urgently developing, ensuring progress and quality of projects, reports submitted to the Central Committee, draft laws, resolutions submitted to the National Assembly at the 10th Session, especially newly adjusted laws and resolutions, added to the session agenda.
Ensure that local governments at both levels operate smoothly and effectively. Research, promulgate or propose competent authorities to promulgate regulations on regimes and policies, ensuring correlation between cadres and civil servants affected by the restructuring of the apparatus.
Research and develop a decree on determining job positions; training and fostering expertise and profession for commune-level civil servants and public employees; develop a set of tools to evaluate work performance, as a measure of the quality of civil servants and public employees, to be completed before August 31, 2025.
The Ministry of Justice, the Ministry of Home Affairs, ministries and agencies propose solutions to perfect the law, especially some provisions between laws, decrees, circulars on decentralization, delegation of authority, and division of authority when the organization of local government at both levels is still contradictory, overlapping, inconsistent or not specific or clear for the locality to implement.
Ministries, agencies and localities focus on providing close and timely guidance, sending staff directly to the grassroots to support commune-level authorities in implementing new regulations according to decentralization and delegation of authority; closely managing and supervising the use of the budget, public assets and headquarters after the merger.
