Politburo member and Prime Minister Pham Minh Chinh has just signed and issued Official Dispatch No. 89/CD-TTg dated June 16, 2025, requiring ministries and localities to complete the integration of the System for receiving and handling feedback and recommendations on legal documents with the Electronic Information Portal (TTDT) of ministries, branches and localities before June 20.
The Prime Minister requested Ministers, Heads of ministerial-level agencies, Chairmen of People's Committees of provinces and centrally run cities to determine receiving and handling feedback and recommendations from individuals, agencies, organizations and enterprises on legal documents and regulations as an important task that needs to be resolved promptly to perfect institutions, contributing positively to the implementation of socio-economic development tasks, serving the interests of the people and the country.
The Prime Minister also requested to promote the responsibility of the head, promote the responsibility of the agency, unit and cadres and civil servants in the process of performing this task.
Regularly monitor and urge the response and handling of feedback and recommendations, ensuring no missed or delayed replies; in case of failure to respond or respond within the deadline, responsibility must be held according to the provisions of law.
The connection and integration of the Information System for receiving, handling feedback and recommendations on legal documents and regulations with the Portal of ministries, ministerial-level agencies, People's Committees of provinces and centrally run cities is required to be completed before June 20, 2025.
The Prime Minister's telegram also clearly stipulates the organization of receiving, processing, and responding to feedback and recommendations according to the following principles:
For reflections and recommendations under authority: clearly and directly respond to the content of the recommendation within 15 days from the date of receipt of the reflection and recommendation;
In case the reflection or recommendation is not under the authority to respond, it must be forwarded to the competent authority within 2 working days from the date of receipt of the reflection or recommendation;
In case the reflection and recommendation is the responsibility of many agencies, the agency in charge of reviewing the regulatory documents (the agency that has chaired the issuance of the consultation or the agency issuing the regulatory documents has a recommendation and reflection) is responsible for coordinating with relevant agencies to respond.
The transfer of recommendations and feedback for request coordination and response shall be carried out within no more than 2 days from the date of receipt of feedback and recommendations.
The agency receiving the request for coordination in organizing the research and coordinating the response within 10 days.
Ministries and coordinating agencies are responsible for responding on time and with clear content; not responding in general, being irresponsible or avoiding responsibility; in cases where the ministry or agency is allowed to give a response within the prescribed time limit and the agency is allowed to give a response or is allowed to respond late, it is determined to agree with the opinion and proposal of the agency that collects the opinion;
