National Assembly delegate To Thi Bich Chau said that there are cases where people go to work for procedures for 3 months, even nearly a year without receiving excess tax.

The information was raised by the delegates of Ho Chi Minh City at the National Assembly's discussion session on the morning of June 18 on the socio-economic situation in 2024 and the first months of 2025.

In addition, according to delegate To Thi Bich Chau, some local tax authorities said that business units are inspected, examined, and audited, so they need to report taxes. Most of these enterprises are large and complex enterprises. Therefore, the tax authority focuses on people to make reports to these enterprises.

"Many other businesses have to queue up when they have an official dispatch requesting tax settlement. Meanwhile, participating in business without waiting for time. This is a practical difficulty" - Ms. Chau said and hoped that the Government would have guidance to support businesses to do business legally and legitimately.

According to Ms. Chau, people are also interested in reorganizing the apparatus. The Minister of Home Affairs said that he would use KPI to assess the capacity of cadres, but the delegate of Ho Chi Minh City gave a specific example, people renting houses do not pay excess tax, when the contract ends, they must have a tax certificate from the taxpayer.

"Some have gone for 3 months but have not received it and some have gone for nearly a year but have not received it, even though the additional tax is not much, some are a few hundred thousand, some are 1 - 2 million. So how can we evaluate the capacity and enthusiasm of the ministry to hope for an effective solution for the people?" The delegate stated.

From this situation, Ms. Chau believes that it is necessary to look at and measure the capacity, enthusiasm and ethics of cadres in public service. Only then can people believe that the arrangement and selection of our current cadres is effective.

National Assembly delegate Ta Thi Yen (Dien Bien delegation) said that in order for new policies under the law to truly come into life and be effective, in the process of organizing and implementing, special attention should be paid to the multi-dimensional impact of new policies.

The application should not be rigid, it is necessary to choose appropriate approaches, flexible solutions, ensuring the maximum promotion of positive impacts and minimizing unwanted impacts.

For example, in the process of fighting against counterfeit goods, counterfeit goods, trade fraud and tax evasion, we fully support strict and drastic handling, but need to thoroughly resolve arising causes such as controlling input and product origin, while strengthening propaganda and dissemination of laws to raise awareness of compliance in society.

"If we only focus on administrative sanctions and inspections but lack synchronous inspections and support solutions, it can lead to a situation where traders and small businesses are forced to stop operations or maintain production in a moderate and responsible manner. This reality has been continuously reported by the press and public opinion recently" - Yen delegate stated the reality.

Regarding macroeconomic stability, inflation control, business support and consumer stimulus, the female delegate said that it is necessary to maintain a flexible monetary policy, control inflation at 4.5 to 5%, stabilize exchange rates and reasonable interest rates to support production, exports and increase tax and credit support packages for businesses, especially small and medium-sized enterprises, business households converting to formal enterprises, promoting domestic consumption and tourism services.
