The Department of Home Affairs of Vinh Long province has had a presentation on "The work of resolving administrative procedures of localities after one year of implementing the two-level local government model" sent to the Ministry of Home Affairs.
The Department of Home Affairs of Vinh Long province affirmed that in the context of arranging administrative units, reorganizing the apparatus, changing authority and changing operating methods, the work of resolving administrative procedures of the Department of Home Affairs of Vinh Long province is still maintained stably and continuously, without allowing gaps to arise in serving people, organizations and businesses.

If only looking at the proportion of online dossiers, the results are very positive, but if we go deeper into the essence, it is necessary to ask the question: Have people really been able to do it themselves, or are officials still doing it for them?" - the presentation clearly stated.
Vinh Long Provincial Department of Home Affairs believes that if fundamentally not handled, digital transformation may create a new burden for grassroots officials: Instead of receiving paper dossiers, officials must sign up, scan dossiers, send dossiers, and monitor dossiers.
At that time, the administration may achieve a high online rate in terms of data, but has not achieved the actual goal of helping people access more convenient public services themselves.
In the last 6 months of 2026, the Department determines that the work of resolving administrative procedures must strongly shift from "maintaining stability" to "improving substance". If the first stage of the two-level model is to ensure no interruption, then the next stage must be standardization, optimization and modernization.
Vinh Long Provincial Department of Home Affairs proposed that the Ministry of Home Affairs continue to complete the centralized administrative procedure information system. For multi-level inter-agency procedures, the Department proposed that the Ministry organize trial runs before official operation; issue unified service documents; publicize technical support focal points; clearly stipulate deadlines for handling errors.
At the same time, consider delegating authority to the Department of Home Affairs to proactively configure some technical contents that do not change the nature of procedures but help promptly handle problems in localities.
The Department also proposed that competent authorities innovate the method of evaluating the quality of administrative procedure resolution for long-term procedures and multi-level interconnection.
The evaluation must be strict for delayed dossiers, error dossiers, and non-digitalized dossiers, but also fair for dossiers that are within the deadline and are processed according to procedures. The evaluation index must truly be a tool to promote reform, not become a formal pressure.
