The Ministry of Home Affairs guides and answers local difficulties in implementing the salary regime after arranging the organizational structure.

At the conference to summarize the work in the first 6 months of the year and deploy key tasks for the last 6 months of 2026 of the Ministry of Home Affairs, Deputy Director of Khanh Hoa Provincial Department of Home Affairs Le Thi Thu Thao said that the province identifies the implementation of salary policy as one of the important tasks and must be implemented synchronously with the process of arranging the organizational structure.

The full and timely implementation of salary regimes and regimes of salary nature is of great significance in stabilizing the staff, creating peace of mind in work and ensuring smooth operation of agencies and units.

However, after arranging the organizational structure, many cadres, civil servants, and public employees were transferred and arranged to new positions or changed management agencies, leading to the determination of salary regimes, allowances and related regimes for some transitional cases still generating many different understandings.

Notably, the locality is still confused in ranking ranks for civil servants admitted to civil servant positions, especially those holding leadership positions. According to Ms. Thao, previously civil servants admitted to civil servant positions held leadership positions carried out rank transfers. However, when implementing new regulations on ranking ranks according to job positions, the locality still faces difficulties in the application process.

In addition, the determination of allowance regimes for commune-level officials and civil servants after arranging administrative units and implementing the 2-level local government model also has some problems.

From the above reality, the Department of Home Affairs of Khanh Hoa proposed that the Ministry of Home Affairs soon have specific guidance so that localities have a basis for unified and proactive implementation in the process of applying legal regulations.

At the same time, the Ministry continues to advise competent authorities to study raising the level of regimes and policies for grassroots-level cadres and civil servants, in the context of increasing workload but limited staffing.

Answering local recommendations, Mr. Nguyen Quang Dung - Director of the Department of Civil Servants and Public Employees (Ministry of Home Affairs) said that to implement the Law on Cadres and Civil Servants in 2025, the Government has issued full guiding decrees, including Decree No. 361/2025/ND-CP regulating the job positions of civil servants.

According to Mr. Dung, civil servants assigned to which job positions are classified into the civil servant rank corresponding to that job position. For public employees who are recruited as civil servants, rank classification must be based on the job position received.

Regarding salary ranking, the Ministry of Home Affairs has issued Circular No. 01/2026/TT-BNV dated May 9, 2026 specifying. Therefore, localities shall base on Decree No. 170/2025/ND-CP, Decree No. 361/2025/ND-CP and Circular No. 01/2026/TT-BNV to implement rank and salary ranking for civil servants who are admitted to become civil servants," said Mr. Nguyen Quang Dung.

Deputy Minister of Home Affairs Vu Chien Thang said that in the past time, the Ministry has closely followed the actual situation to advise on perfecting salary policies. From July 1, 2026, more than 2 million cadres, civil servants, public employees and armed forces will receive a salary increase of 8%; the regional minimum wage will be adjusted to increase by an average of 7.2% from January 1, 2026.

According to the Deputy Minister, in the coming time, the Ministry of Home Affairs will continue to study and improve salary policies, and at the same time promptly advise competent authorities to handle arising issues regarding salaries and allowances in the process of arranging the organizational structure, implementing the 2-level local government model and streamlining staff.
