The Ministry of Home Affairs has just issued guidelines to identify subjects and resolve policies for non-specialized workers in villages and residential groups.

The Ministry of Home Affairs has just issued Official Dispatch No. 7617/BNV-TCBC to the People's Committees of provinces and centrally-run cities to guide and unify the settlement of policies for non-specialized workers in villages and residential groups who quit their jobs due to village and residential group arrangements.

According to the Ministry of Home Affairs, after issuing Official Dispatch No. 7031/BNV-TCBC dated July 7, 2026, some localities have requested clarification on how to identify beneficiaries of policies. Therefore, the Ministry of Home Affairs continues to guide to ensure uniform implementation nationwide.

The Ministry of Home Affairs said that Clause 1, Article 14 of Decree No. 185/2026/ND-CP (on the organization and operation of villages and residential groups and regimes and policies for non-specialized workers in villages and residential groups) stipulates that non-specialized workers in villages and residential groups include the titles: Village Head or Residential Group Head, Party Secretary and Head of the Fatherland Front Work Committee.

For villages and residential groups implementing the plan to arrange into a new village or residential group according to the decision of the competent authority, the surplus number of non-specialized personnel in villages and residential groups is determined based on the difference between the total number of non-specialized personnel in villages and residential groups present at the time of arrangement compared to the number of non-specialized personnel arranged in villages and residential groups as prescribed in Clause 2, Article 14 of Decree No. 185/2026/ND-CP.

The Ministry of Home Affairs requests localities to base on the personnel arrangement plan of each village and residential group after arrangement to consider and decide on the subjects to quit their jobs, ensuring that the number of people who are resolved to quit their jobs according to the provisions of Clause 5, Article 2 of Decree No. 154/2025/ND-CP (on staff streamlining policy) does not exceed the number of non-specialized personnel identified as redundant in that village or residential group.

For cases of resignation due to localities proactively restructuring and consolidating staff but not subject to the application of Decree No. 154/2025/ND-CP, the Ministry of Home Affairs requests localities to implement according to the guidance in Official Dispatch No. 7031/BNV-TCBC.

Accordingly, localities, based on the actual situation and budget balancing capacity, proactively issue support policies from local budget sources according to their authority, ensuring the rights of related subjects.

The Ministry of Home Affairs requests the People's Committees of provinces and cities to base on the provisions of Decree No. 154/2025/ND-CP and guiding documents to urgently resolve policies for non-specialized workers in villages and residential groups under their management.

At the same time, localities are responsible for summarizing and reporting the implementation results to the Ministry of Home Affairs before July 30, 2026, for the Ministry to summarize and report to competent authorities according to regulations.
