On June 23, the Presidential Office held a press conference to announce the President's Order on 2 Ordinances just passed by the 16th National Assembly Standing Committee at the 3rd session on June 10.
The Announced Ordinances include the Ordinance amending and supplementing a number of articles of the Ordinance on Merging Legal Documents and the Ordinance amending and supplementing a number of articles of the Ordinance on Order and procedures for considering and deciding on the application of administrative handling measures at the People's Court.
At the press conference, Deputy Director of the Presidential Office Can Dinh Tai announced the President's Orders on announcing the above Ordinances.

Providing information on the Ordinance amending and supplementing the Ordinance on Merging Legal Documents, Deputy Minister of Justice Nguyen Thanh Tinh said that the document consists of 2 articles with many notable adjustments.
Accordingly, the scope of document consolidation is expanded for legal normative documents of local authorities. At the same time, the subjects of consolidation are expanded for documents amended, supplemented, corrected, partially abolished, partially expired or partially suspended from effect of documents issued previously.
The Ordinance also amends and supplements a number of regulations to create favorable conditions for people, businesses, and civil servants when applying the law, contributing to the correct implementation of the policy of "taking people and businesses as the center in policy design".
The goal is to build a public, transparent, and accessible legal system; and at the same time improve the effectiveness of law enforcement, promote digital transformation, apply artificial intelligence (AI) and big data in law-making and enforcement.
Regarding the Ordinance amending and supplementing the order and procedures for considering and deciding on the application of administrative handling measures at the People's Court, representatives of the Supreme People's Court said that a noteworthy new point is the addition of regulations on electronic records.

Accordingly, the Ordinance supplements the Prosecutor's Office receiving electronic dossiers in the direction that after receiving a notice of dossier acceptance from the same-level Court, the Prosecutor's Office has the right to study the case file at the Court that has accepted it, has the right to copy that case file; receive the case file by electronic means in cases specified in this Ordinance.
At the same time, supplement regulations on sending, delivering, and receiving documents, records, and materials by electronic means.

The Ordinance also adjusts the order of handling cases in a more flexible direction, assigning judges to proactively conduct questioning and debate activities at meetings in accordance with each specific case.
Shorten some deadlines in the process of considering and deciding to apply administrative handling measures to resolve cases quickly and promptly, reducing pressure on the management and temporary detention of drug addicts, such as: Shortening the deadline for considering and deciding to apply administrative handling measures; the deadline for the Court to notify the receipt of dossiers, the deadline for considering and issuing decisions, the deadline for opening sessions; the deadline for supplementing dossiers and documents; the deadline for complaints, petitions, and protests...
Both of the above Ordinances take effect from July 1, 2026.
