All 119/119 communes of Ninh Binh province have met new rural standards, of which 65 communes (55%) have met advanced new rural standards, 18 communes (15%) have met model new rural standards; 100% of districts and cities have completed the task of building and meeting new rural standards, of which 2/6 districts have met advanced new rural standards. Make Ninh Binh one of the leading localities in the country in the process of building new rural areas.

All 100% of commune health stations meet national standards, providing high-quality primary health care services for people, 100% of communes have schools meeting national standards.
The traditional cultural values of the ancient capital of Hoa Lu have been preserved and strongly promoted. The rate of villages, hamlets and hamlets recognized with cultural titles reached 98%.
