The Government issued Decree No. 178/2024/ND-CP dated December 31, 2024, stipulating the regime and policies for cadres, civil servants, public employees, workers and armed forces in implementing the organizational arrangement of the political system, effective from January 1, 2025.
Director, Chief of Office of the Party Committee of the Ministry of Home Affairs Nguyen Quang Dung said that this Decree sets out 8 main policy groups:
Policy applicable to people retiring before the age; policy on severance pay for officials and civil servants; policy on severance pay for public employees and workers;
Policy for cadres, civil servants, and leaders and managers who cease to hold positions or are elected or appointed to lower leadership and management positions; policy for people on business trips to the grassroots;
Policy on promoting people with outstanding qualities and abilities; policy on training and improving the qualifications of cadres and civil servants after reorganization; policies and regimes for those in the armed forces.
Notably, Article 24 of the Decree clearly states: "Those who have enjoyed the policies prescribed in Decree No. 29/2023/ND-CP dated June 3, 2023 of the Government on streamlining payroll before January 1, 2025 shall not enjoy the policies and regimes prescribed in this Decree".
Regarding transitional provisions, Article 15 of the Decree stipulates: Cases in which policies and regimes are being resolved due to the reorganization of the apparatus and administrative units at district and commune levels as prescribed in Decree No. 29/2023/ND-CP but the competent authority has not yet issued a decision to enjoy the policies and regimes shall apply the policies and regimes prescribed in this Decree.
According to Mr. Nguyen Quang Dung, Decree No. 178/2024/ND-CP inherits Decree 29/2023/ND-CP regulating staff streamlining, but the subsidy levels have increased.
Regarding this content, Minister of Home Affairs Pham Thi Thanh Tra has just signed a document of the Government Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW on the implementation of Decree No. 178/2024/ND-CP of the Government.
Documents sent to Party agencies and units at the Central level; Delegation Work Committee; National Assembly Office; Office of the President; Supreme People's Court; Supreme People's Procuracy; State Audit; ministries, ministerial-level agencies, Government agencies; People's Committees of provinces and centrally run cities.
To effectively implement the policy, the Government Steering Committee requested ministries, departments, branches and localities to carry out a number of tasks.
The Steering Committee stated that at least 20% of civil servants and public employees receiving salaries from the state budget should be reduced to reduce staffing according to the plan to arrange and streamline the organizational apparatus of ministries, departments, branches and localities in accordance with the roadmap for implementing policies prescribed in Decree No. 178/2024/ND-CP, ensuring that it does not affect the performance of tasks assigned by competent authorities.
Every Wednesday, report on implementation results and promptly propose solutions to remove obstacles and difficulties (if any) to the Ministry of Home Affairs (the standing agency of the Government Steering Committee) for reporting to competent authorities for consideration and decision.
