The Government issued Decree No. 178/2024/ND-CP dated December 31, 2024, stipulating the regime and policies for cadres, civil servants, public employees, workers and armed forces in implementing the organizational arrangement of the political system.
Decree 178 is assessed by Deputy Minister of Home Affairs Truong Hai Long as receiving much attention from public opinion, especially from cadres, civil servants, public employees and workers.
Resignation policy for officials and civil servants
Accordingly, cadres and civil servants who are at least 2 years old and have reached the retirement age specified in Appendix I and Appendix II issued with Decree No. 135/2020/ND-CP and are not eligible for early retirement policy specified in Article 7 of this Decree, if they resign, they will enjoy the following benefits:
One is to receive severance pay:
For those who quit their jobs within the first 12 months from the date of the decision on organizational arrangement by the competent authority, they will receive a benefit equal to 0.8 months of current salary multiplied by the number of months for which severance allowance is calculated.
For those who quit their jobs from the 13th month onwards from the date of the decision to reorganize the apparatus by the competent authority, they will receive 0.4 months of current salary multiplied by the number of months of severance allowance.
Second, receive a subsidy of 1.5 months of current salary for each year of work with mandatory social insurance.
Third, the social insurance payment period is reserved or one-time social insurance is received according to the provisions of the law on social insurance.
Fourth, receive a subsidy of 3 months of current salary to find a job.
Severance policy for employees and workers
Civil servants and employees who are at least 2 years old and have reached the retirement age specified in Appendix I and Appendix II issued with Decree No. 135/2020/ND-CP and are not eligible for early retirement policy specified in Article 7 of this Decree, if they quit their jobs, they will enjoy the following benefits:

At the press conference of the Ministry of Home Affairs at the end of 2024, Director of the Department, Chief of Office of the Party Committee of the Ministry of Home Affairs Nguyen Quang Dung said that in the process of restructuring the apparatus, there will be public service units that end their operations without a budget to implement early retirement policies and regimes.
Mr. Dung informed that Article 16 of Decree No. 178/2024/ND-CP stipulates that if the source cannot be balanced for public service units, a report must be submitted to the competent authority for consideration and decision on additional funding from the State budget. For autonomous service units with higher revenue, they are allowed to decide on a higher level of support.
