The Ministry of Home Affairs has just held a conference to deploy the 2025 Work Program and the first quarter 2025 tasks of the Ministry of Home Affairs.
At the conference, Minister Pham Thi Thanh Tra outlined a number of key tasks for 2025 and requested heads of units to disseminate them to all civil servants, public employees, and workers of the Ministry of Home Affairs.
The Minister requested to focus on advising the Government Steering Committee to summarize the implementation of Resolution No. 18-NQ/TW to direct and guide ministries, branches and localities to deploy plans to reorganize the apparatus of state administrative agencies to ensure that there is no interruption or omission of work, especially work directly related to people, businesses and international organizations;
Guide the effective implementation of issued policies on organizational arrangement with streamlining of staff, restructuring and improving the quality of staff, civil servants and public employees according to job positions.
Urge ministries, ministerial-level agencies, and government agencies to submit to the Government for promulgation Decrees stipulating functions, tasks, powers and organizational structure; organizational structure, functions and tasks of specialized agencies under People's Committees at all levels.
Complete the arrangement of public service units of ministries, branches and localities to ensure the objectives of Resolution No. 19-NQ/TW associated with improving the level of financial autonomy.
Focus on reviewing, amending and supplementing institutions and policies related to administrative organization, policies and regimes for cadres, civil servants and public employees...
Focus on completing and submitting to competent authorities for approval 03 Laws: Law on Government Organization (amended), Law on Local Government Organization (amended), Law on Cadres and Civil Servants (amended);
Notably, Minister Pham Thi Thanh Tra proposed: Implementing the contents of salary policy reform according to Conclusion No. 83-KL/TW dated June 21, 2024 of the Politburo;
Develop a Government report to submit to the National Assembly at the 9th Session (2025) on implementing salary reform, adjusting pensions, social insurance benefits, preferential benefits for people with meritorious services and social benefits.
In the first quarter of 2025, the Minister requested to focus on advising and implementing the tasks of the Government Steering Committee to summarize the implementation of Resolution No. 18-NQ/TW to ensure progress and quality; urge ministries and branches to urgently implement the tasks in Plan No. 141/KH-BCDTKNQ18 and the conclusions of the Prime Minister at the meetings of the Government Steering Committee to summarize the implementation of Resolution No. 18-NQ/TW;
At the same time, focus on consulting and carefully preparing contents and documents related to the arrangement of the Government's apparatus to serve the Central Conference in February 2025;
Complete and submit to the National Assembly for consideration and approval the Resolution of the National Assembly on the establishment of a number of Ministries of the 15th Government for the 2021-2026 term; complete the dossier of the draft Law on Government Organization (amended) to the Government for submission to the National Assembly at the 9th Extraordinary Session.
