The Government Steering Committee on the arrangement of administrative units at all levels and the development of a model of organizing local government at both levels has just issued Official Letter 11/CV-BCD guiding the standards for new commune-level civil servants.
This document provides detailed instructions on the standards for the new commune-level civil servant title and the orientation for personnel arrangement and arrangement, to ensure the quality of the staff after the process of merging and arranging administrative units.
The Standing Committee of the Provincial Party Committee, City Party Committee, and Provincial People's Committee directs the review of the number, standards, professional qualifications, experience, and practical capacity of the current team of cadres, civil servants, and public employees at the district and commune levels; it is necessary to mobilize and strengthen cadres, civil servants, and public employees at the provincial and commune levels.
Develop a plan and decide to arrange and assign personnel objectively and fairly, ensuring quality and suitability to the job position of new commune-level civil servants according to the functions and tasks of the agency or unit under the People's Council and People's Committee at the commune level according to their authority.
The arrangement and assignment of civil servants at the new commune level must be associated with restructuring and improving the quality of the staff and civil servants, contributing to improving the operational efficiency of the state apparatus, serving people and businesses well.
For commune -level officials (Secretary and Deputy Secretary of the Party Committee; Chairman of People's Council and People's Committee; Vice Chairman of People's Council and People's Committee): Follow the guidance conclusions of the Politburo, the Secretariat and the Central Organization Committee on the personnel plan when arranging the organizational structure and administrative unit.
For commune-level civil servants (including: Civil servants holding the title of Head of Department and equivalent, Deputy Head of Department and equivalent and professional and technical civil servants) must meet the following general standards:
Standards on political ideology and moral qualities: Strong political will, loyalty to the Party, Fatherland and People; full performance of public service obligations; dedication, integrity, exemplary; healthy and united lifestyle; high awareness of learning and training...
Training standards: Have a university degree or higher, basically suitable for the working field of the assigned job position or have practical experience related to the job position.
In addition to meeting the above general standards, civil servants in leadership and management (Department Head and equivalent, Deputy Head of Department and equivalent under the People's Council and People's Committee at the commune level) must also meet the following specific standards:
Political theory standards: Have a secondary level of political theory graduation certificate or higher or have a certificate equivalent to the intermediate level of political theory from a competent authority.
In case they are in the process of completing the standards on political theory as prescribed in Decree 29/2024/ND-CP or as prescribed in Decree No. 33/2023/ND-CP, they will be considered for appointment to meet the standards on political theory qualifications.
In case of arranging to hold leadership and management positions and titles under the new commune-level Party Committee structure, it must ensure the standards and conditions according to Directive No. 45-CT/TW and Conclusion No. 154-KL/TW of the Politburo.
In case of holding the position of district-level department leader or higher, they do not have to meet the standards on appointment age and planning.
