Hai Duong province has also developed 64 plans to arrange 207 commune-level administrative units to form 64 new commune-level administrative units, reducing 143 administrative units (reaching a rate of 69.08%).
Thus, the new Hai Phong City has a total of 114 commune-level administrative units (including 45 wards, 67 communes and 2 special zones).
According to Mr. Duc, 100% of the existing district-level positions will be arranged to the commune-level positions, in which the leadership and management staff of the current district-level political system will be arranged as the core in the new commune-level units.
According to the plan, the average payroll of each commune level is expected to be about 32 payrolls (excluding party groups and unions); End the use of non-professional workers at the current commune level.
For public service units: Maintain public secondary schools, primary schools, and kindergartens and transfer them to local authorities at the commune level for management. Admissions for the 2025-2026 school year will continue according to the 3-level government as in the previous school year until stabilization.
For health sector: Maintain existing commune and ward health stations. District health centers transferred to the Department of Health to manage; Arranging and organizing a public non -business unit under the People's Committee of the commune to provide basic and essential public non -business services for people in the area; Rearrange and organize a regular public non -business unit (Project Management Board) under the People's Committee of the commune to provide public non -business services in the field of construction, development of land funds, ground clearance ... in the area.
Currently, the number of officials and amateur activists is 7,319 people. The number of new norms (after arrangement) is 2,950 people, the redundant number is 4,369 people. In the immediate future, the city will arrange and arrange a contingent of district and commune officials at the current administrative unit at the new commune level to perform the tasks as prescribed; At the same time, review and streamline payroll and ensure that within 5 years of basic amounts to ensure quantity in accordance with the Government's regulations.
Hai Phong has 101 surplus commune and district-level headquarters
Regarding the plan and roadmap for arranging and handling headquarters and public assets, according to Mr. Hoang Van Duc: The number of public headquarters in Hai Phong City is 482; Hai Duong province is 450 headquarters. The arrangement and handling of headquarters and public assets shall be carried out in accordance with the regulations of the Central Government, temporarily suspending the approval of investment policies, approving investment projects for new construction, renovation, repair and upgrading of working headquarters at agencies, units and localities to carry out the arrangement.
Within 3 years, from the effective date of the National Assembly's Resolution on the merger of Hai Duong province and Hai Phong city, the city will complete the arrangement and handling of headquarters and public assets in accordance with the provisions of law, ensuring effective exploitation and use and no waste.
The total number of district and commune headquarters currently in use in Hai Phong City is 307 locations. The expected surplus is 101 locations with houses and land. The city will be given priority for use for educational, medical purposes, and other public purposes; in case of non-compliance with the above purposes, the land fund development organization will be transferred to manage and exploit according to the Land Law.
