The development of a plan to arrange and merge specialized agencies and public service units under departments and branches of Hai Duong province and Hai Phong city is gradually entering the completion stage.
According to information from the Department of Home Affairs of Hai Duong province, up to now, all 12 departments, branches, sectors and Land Fund Development Centers of the two localities have proactively coordinated, discussed and developed a merger project.
Through the review, the two sides have basically agreed on the internal organizational structure, names of specialized departments, offices, branches, and the system of affiliated public service units. Accordingly, the 24 existing departments and branches of Hai Duong and Hai Phong will be arranged and merged into 12 departments and branches under the People's Committee of Hai Phong City after the merger.
In addition, two organizations equivalent to departments, including the Hai Phong Economic Zone Management Board and the Hai Duong Province Industrial Park Management Board, will be merged into a common unit. The Department of Foreign Affairs, a special unit of Hai Phong, will remain the same as at present.
The principle set out in the merger process is to ensure inheritance, similarity and stability, while aiming for a streamlined, professional, modern and efficient administrative apparatus. The ultimate goal is to better serve people and businesses, enhance publicity and transparency in the operations of state management agencies.
Leaders of the two localities also agreed to choose the most convenient and least disturbing arrangement plan to deploy. In the immediate future, the level of financial autonomy and personnel of the units will be kept. In cases where departments and branches propose to increase the number of specialized rooms, it is necessary to have a specific assessment based on the results of the task performance in the last 3 years, urgency and clear legal basis.
All adjustments will be carefully considered in the spirit of complying with general principles, ensuring consistency in the administrative apparatus organization model of the merged unit.
