On May 29, at the Party Central Committee Office, General Secretary To Lam chaired a meeting of the Standing Committee of the Central Steering Committee on Science, Technology, Innovation and Digital Transformation Development (Steering Committee).
Concluding the meeting, General Secretary To Lam suggested that the Standing Committee of the Steering Committee and relevant agencies closely follow the specific tasks set for June and the last 6 months of 2025, ensuring progress and quality. It is necessary to assign specific responsibilities to each agency and organization, especially the head, and consider handling responsibilities when the task is not completed without a legitimate reason. Strengthen inspection and supervision of implementation.

Regarding the improvement of institutions and policies, General Secretary To Lam requested the Government Party Committee and the National Assembly Party Committee to direct relevant ministries and agencies to absorb and complete the law projects being submitted to the National Assembly for consideration at the 9th session, the XV National Assembly (Science and Technology Law and Innovation, Digital Industry Law, State Budget Law, Law on Investment, Law on Teachers); Develop a Bill on Digital Conversion Law, submit to the National Assembly for approval at the 10th session, ensuring the removal of bottlenecks and creating development impulses.
Focus on removing difficulties and obstacles in implementing the "3 Houses" Cooperation Model, developing smart cities and developing high-tech parks. Develop a Decree regulating the establishment and organization of venture investment funds for creative startups, technology incubation and digital transformation; Investment funds for science and technology development (STI), innovation (STI) and digital transformation (DTS).
General Secretary To Lam requested that from now until the end of June 2025, it is necessary to complete the development and promulgation of regulations on the mechanism for collecting, updating, sharing and exploiting national data on science, technology, tourism, and innovation; Urgently complete and submit to the Government to issue a Decree regulating public-private cooperation policies to develop science, technology, technology, and innovation in the country.
Deploying the construction of a Science and Technology Trading Forum
Regarding the development of infrastructure and technology, General Secretary To Lam also requested that from now until the end of June, it is necessary to ensure a compatible connection between the Party's extensive information network system and the Government's specialized data transmission network.
The General Secretary also requested the early updating of the National Strategy on Artificial Intelligence to 2030 and the issuance of a plan to deploy artificial intelligence (AI) in public administration, research, and digital transformation.
General Secretary To Lam requested to continue investing, attracting and developing human resources. Continue to promote digital transformation, apply science and technology, technology and innovation in the activities of agencies in the political system, quickly deploy solutions to make the National Public Service Portal the only platform to serve people and businesses from July 1, 2025.
General Secretary To Lam requested to publish the list of online public services to the whole submission, supervise and urge the supply and use of services on the national public service portal. At the same time, organize the field inspection of providing online public services, focusing on assessing process restructuring, simplifying the composition of documents based on stored data.
The Party Central Office shall assume the prime responsibility for, and coordinate with the Party Committees under the Central Government, the Party Committees at the Central Committee, the Provincial Party Committee and the Party Committee to effectively implement the software and applications used in the Party; Researching and unifying the plan to connect, integrate and share data between the two systems monitoring and evaluating the implementation of Resolution No. 57-NQ/TW and Resolution No. 71/NQ-CP, ensuring non-overlap, avoiding the situation of Party, ministries and branches must update information and data on different systems.
