On the afternoon of March 19, in Hanoi, Politburo member and National Assembly Chairman Tran Thanh Man attended and gave a speech at the thematic conference "Digital Parliament and the application of artificial intelligence technology in digital transformation of the National Assembly" organized by the National Assembly Office.
National Assembly Chairman Tran Thanh Man stated that this Conference is very important, demonstrating the National Assembly's determination to promote the application of advanced technology to improve the effectiveness and efficiency of operations, meeting the development requirements of the country in the new period.
The National Assembly Chairman stated that on December 22, 2024, the Politburo issued Resolution No. 57-NQ/TW on breakthroughs in the development of science, technology, innovation and national digital transformation.
Then, at the recent 9th Extraordinary Session, the National Assembly reviewed and approved Resolution No. 193/2025/QH15 on a number of special mechanisms and policies to create breakthroughs in the development of science, technology, innovation and national digital transformation.
Resolution 57-NQ/TW sets a target that by 2030, Vietnam will be in the top 3 leading countries in Southeast Asia, top 50 leading countries in the world in digital competitiveness and e-Government development index.
Vietnam expects to rank in the top 3 leading countries in Southeast Asia in research and development of artificial intelligence, a center for development of a number of industries and fields of digital technology industry.
By 2045, Vietnam will be in the group of 30 leading countries in the world in innovation and digital transformation; the goal is that by 2030, the scale of the digital economy will account for more than 30% of GDP and increase to 50% by 2045.
With that spirit, the National Assembly Chairman requested the Standing Committee of the Ethnic Council, the National Assembly Committees, and the National Assembly Office to focus on disseminating and implementing the key contents.
Accordingly, developing science and technology, innovation, and digital transformation are key and inevitable factors to build a modern, democratic, transparent, professional, scientific and effective National Assembly.
Artificial Intelligence will become a powerful assistant to help the National Assembly review and make more accurate decisions, promptly meet practical requirements, improve monitoring efficiency and better connect with voters and people.
The National Assembly needs to take the lead in investing in digital infrastructure, applying science and technology to train high-quality human resources to serve national digital transformation;

Quickly and effectively implement the Resolutions and projects issued to the National Assembly; train and equip digital skills, help National Assembly deputies and cadres, civil servants and public employees of the National Assembly's agencies to effectively use technology in performing their tasks.
Develop modern digital infrastructure, invest in building an artificial intelligence application platform... to serve the activities of the National Assembly.
At the same time, enhance learning from experience and promote research cooperation and technology transfer with advanced countries in the field of artificial intelligence and modern digital technology in parliamentary activities, to develop solutions with practical conditions of the Vietnamese National Assembly.
At the 9th Session in May, the National Assembly will review and comment on the Law on Science, Technology and Innovation; consider approving the Law on Digital Technology Industry, to remove bottlenecks and barriers, paving the way for the development of science, technology, innovation, and national digital transformation - National Assembly Chairman Tran Thanh Man stated.
