Meeting voters is a prominent activity demonstrating the connection between National Assembly deputies (NADs) and voters.
Many opinions wonder how National Assembly deputies and People's Council (PCs) delegates at all levels can meet voters.
This issue is clearly stated in Article 22, Joint Resolution No. 72/2025/QLT/UBTVQH15-CP-DCTUBTWMTTQVN, dated February 20, 2025, detailing the organization of meetings with voters of National Assembly deputies and People's Council delegates at all levels.
Accordingly, National Assembly deputies and provincial People's Council delegates can meet with voters. The National Assembly Delegation coordinated with the Standing Committee of the Provincial People's Council to consider and decide.
The Standing Committee of the Provincial People's Council presides over and coordinates with the National Assembly Delegation and the Standing Committee of the Vietnam Fatherland Front Committee (VFF) at the same level to develop a plan to meet with voters of the National Assembly deputies and provincial People's Council delegates.
People's Council delegates at all levels can meet voters at the same time but not more than 2 levels. The Standing Committee of the Upper People's Council discussed with the Standing Committee of the Upper People's Council to consider and decide. The Standing Committee of the Upper People's Council presides over and coordinates with the People's Council Delegation of the same level and the Standing Committee of the Vietnam Fatherland Front Committee at the lower level to develop a plan to meet voters for the People's Council delegates at both levels.
Regarding the participants in the meeting with voters, Article 23 stipulates: National Assembly deputies, People's Council delegates; voters working, studying, and living at agencies, organizations, and administrative units where National Assembly deputies and People's Council delegates meet with voters;
Representatives of the Standing Committees of People's Councils at all levels; representatives of the Standing Committee of the Vietnam Fatherland Front Committee at the administrative unit where the delegate met with voters; representatives of the leaders of the People's Committees at the same level, People's Committees at lower levels and representatives of relevant agencies and organizations in the locality;
Relevant agencies, organizations and individuals are responsible for coordinating to serve voter meetings; press agencies at the local and central levels (when required by the National Assembly Delegation and the Standing Committee of the People's Council).
