Bac Kan province has proposed to amend and supplement the Circular guiding the organization and operation of villages and residential groups or provide specific instructions on determining the percentage of voters approving the draft Project on arranging and merging villages and residential groups.
Responding to this proposal, the Ministry of Home Affairs said that Point d, Clause 1, Article 7a of Circular No. 04/2012/TT-BNV dated August 31, 2012 of the Ministry of Home Affairs guiding the organization and operation of villages and residential groups (amended and supplemented in Circular No. 14/2018/TT-BNV dated December 3, 2018 and Circular No. 05/2022/TT-BNV dated May 23, 2022) clearly stipulates the determination of the percentage of voters approving the Project of merging villages and residential groups, specifically "The Project of merging villages and residential groups must be approved by more than 50% of voters or voters representing households of each merged village and residential group".
According to the Bac Kan Provincial Electronic Information Portal, in September 2024, the Department of Home Affairs of this province answered a number of questions related to the merger of villages and residential groups.
Resolution No. 93/NQ-HDND dated December 11, 2024 of the Provincial People's Council on the arrangement, merger, and renaming of villages and residential groups, which has just been passed at the 24th Session of the 10th Provincial People's Council, is being urgently implemented by localities. In particular, the completion of personnel, ensuring policies and regimes for redundant non-professional staff, and essential infrastructure when merging are important tasks that receive special attention.
Up to now, Bac Kan province has carried out the arrangement and merger of villages and residential groups three times. Inheriting the experience from the previous time, in the third time of arranging and merging residential groups, the province arranged and merged 670 villages and residential groups into 317 villages and residential groups.
Deputy Director of Bac Kan Department of Home Affairs Vu Van Yen said that according to the assigned tasks, the Department of Home Affairs presides over and coordinates with departments, branches, unions and district-level People's Committees to guide commune-level People's Committees to implement the contents of the Resolution and monitor, inspect and resolve difficulties during the implementation process.
The arrangement and merger of villages and residential groups is a correct policy and viewpoint of the Party, the State and the province; stemming from the requirement of streamlining the apparatus, improving the effectiveness and efficiency of commune-level government management in accordance with the reality and development trends of the province.
The merger not only aims to streamline and reduce the state budget but also contributes to creating more motivation for localities to develop in the coming time. The Department of Home Affairs of this province said that it will perform well the assigned tasks, strive to fulfill the time frames set by the province in arranging, merging, and renaming villages and residential groups.
