In the context of the country entering a new era of development with the requirement to strongly innovate the organizational structure, management and administration methods and digital transformation, the role of propaganda and mass mobilization is further set with higher requirements, not only propagating and thoroughly grasping the Party's policies, but also contributing to consolidating trust, arousing aspirations for development and bringing the Party's resolutions quickly into life.
Immediately after the 14th Party Congress, the entire sector proactively implemented the Action Program to implement the Congress Resolution; especially the Central Propaganda and Mass Mobilization Committee issued a program with 11 groups of tasks, completed 13 projects and advised on the issuance of 8 important directing documents. Localities also advised on the issuance of 37 projects, creating a basis for effectively implementing socio-political tasks.
Propaganda work, ideological orientation, grasping public opinion, promoting democracy, and creating social consensus were deployed synchronously, contributing to creating high unity throughout the Party, consensus among the People for the successful organization of the 14th Party Congress, the election of National Assembly deputies of the 16th term and People's Councils at all levels, the arrangement of the organizational structure, operation of local governments at 2 levels and the implementation of strategic resolutions of the Central Government.
The research, study, and thorough grasp of the resolution have been widely deployed, flexibly combining direct and online forms, strengthening the application of digital platforms in propaganda and study of the resolution. Prof. Dr. Phung Huu Phu - former Standing Vice Chairman of the Central Theoretical Council - affirmed that for nearly a century, under the glorious flag of the Party, the light of Ho Chi Minh's ideology, morality, and style, generations of propaganda cadres of the Party through periods have always strived to dedicate tirelessly, creative labor has built a glorious tradition of the entire industry. It is this nearly a century tradition that has created the identity, bravery, and spirit of dedication of generations of propaganda and mass mobilization cadres, so that in any period, the industry always plays a core role on the ideological front of the Party.
In recent years, despite many organizational adjustments that have brought many different names, in any period and stage, the propaganda and mass mobilization sector has always been the nucleus and focal point for gathering and promoting the intelligence and strength of the entire Party. From there, it has made worthy contributions to the cause of building our Party's political ideology, morality, unity within the Party, social consensus, and close relationship between the Party and the people, excellently completing the assigned functions and tasks. Thereby making an important contribution to raising the stature and international position of the country" - Prof. Dr. Phung Huu Phu emphasized.
Strengthening belief from the ideological battlefield
Dr. Le Trung Kien (Institute of Ho Chi Minh and Party Leaders, Ho Chi Minh National Academy of Politics) said that propaganda work plays a role in orienting ideology and creating "resistance" in political ideology for cadres, party members and people. In the context of multi-dimensional information and the strong development of digital platforms, the strength of propaganda work lies in the ability to provide accurate and timely information, with scientific basis and persuasive enough to consolidate social trust.
At the same time, propaganda work plays a role in connecting theoretical research with practical summaries, contributing to supplementing, developing and clarifying new theoretical issues arising in the process of national development. This is an important basis to improve the quality of fighting against wrong views, because the persuasiveness of this activity must be built on the foundation of scientific arguments, practical evidence and objective data systems.
When the information gap is filled with official information, distorted arguments will lose the environment to spread and impact social awareness. The effectiveness of ideological foundation protection is therefore measured not only by the amount of refuted information, but also by persuasiveness, science and the ability to build social consensus.
As the core force in providing official information and orienting public opinion, the propaganda sector is gradually shifting strongly from one-way propaganda thinking to proactive and transparent policy communication, promoting the tradition of "going ahead, opening the way", taking data and evidence as a foundation, and strengthening dialogue with the People" - Dr. Le Trung Kien said.
Entering a new era of development, when digital transformation, artificial intelligence and cyberspace are profoundly changing the way society accesses information, propaganda and mass mobilization work must be further strongly innovated in thinking, content and operating methods. However, even if methods change, the mission of building unity within the Party, consolidating people's trust, creating social consensus and arousing aspirations for national development will be continued forever. That is not only a tradition nurtured over 96 years of construction and growth, but also a foundation for the sector to continue to fulfill its mission on the ideological front in the new development stage of the country, contributing to bringing the Party's guidelines and resolutions quickly into life and transforming them into specific development achievements.
