On December 18, the Civil Aviation Authority of Vietnam Information Portal posted information about the administrative reform plan for 2025.
The above plan is according to Decision No. 3088/QD-CHK signed by Mr. Dinh Viet Thang, Director of the Civil Aviation Authority of Vietnam on December 11, 2024.
Some notable points according to the plan of the Civil Aviation Authority of Vietnam in 2025 are reforming the organization of the state administrative apparatus.
Accordingly, the unit continues to review, arrange, and streamline the apparatus, ensuring appropriate leadership structure and ratio in accordance with the direction of the Politburo, Government, and Ministry of Transport.
Continue to organize the implementation of the job position project of agencies and units to ensure compliance with regulations and instructions of the Ministry of Transport and the Ministry of Home Affairs.
Draft, complete, organizational structure, functions, tasks, and powers of Airport Authorities in the direction of Branch operations.
Continue to innovate working methods, improve productivity and operational efficiency of the Civil Aviation Authority of Vietnam.
Regularly review the regulations on organizational structure, functions, tasks and powers of organizations of the Civil Aviation Authority of Vietnam to ensure compliance with regulations and meet ICAO requirements for aviation authorities.
Strengthen decentralization, delegation of authority and inspection, and handle problems discovered after inspection.
Coordinate with the Ministry of Transport and the Ministry of Home Affairs to transfer civil servant payrolls to airport authorities.
Regarding the reform of the civil service system, the Civil Aviation Authority of Vietnam proactively researches, reviews, amends, supplements or develops the Authority's regulations on personnel work to build a team of civil servants with sufficient capacity and qualities to meet the requirements of tasks and the development of the Vietnamese civil aviation industry in the new period.
Amend, supplement and perfect regulations on professional titles of civil servants according to authority; improve the quality of training, recruitment, use, appointment and rotation of cadres, civil servants and public employees, attract and respect talents.
Research and advise on the promulgation or have documents providing guidance on the implementation of regulations on standards for positions of civil servants in leadership and management positions in agencies, units and organizations; specify standards, conditions and guarantees in accordance with legal regulations.
Continue to review, restructure, and rearrange the team of civil servants and public employees of agencies, units, and organizations according to job positions and competency frameworks, ensuring the right person, right job, and improving quality.
Coordinate with agencies, organizations, and units in implementing new salary regimes, continuing or abolishing specific mechanisms, or maintaining them to ensure the rights of civil servants in accordance with regulations.
Organize the implementation of legal documents regulating the new salary regime for cadres, civil servants and public employees according to the salary policy reform roadmap.
Strengthening discipline and administrative discipline in public service activities, regulating the authority and responsibility of heads of agencies, organizations and units in personnel management, promptly detecting and strictly handling violations of Directives and regulations of the Government and the Ministry of Transport.
Regularly review, innovate, and improve training methods to improve the capacity, skills, and qualities of cadres, civil servants, and public employees to ensure they are suitable for job requirements and job positions.
Previously, on December 9, Mr. Dinh Viet Thang, Director of the Civil Aviation Authority of Vietnam, submitted a request for early retirement. Minister of Transport Tran Hong Minh requested the leadership and Party Committee of the Civil Aviation Authority of Vietnam to provide written comments on the request for early retirement due to health reasons of Mr. Dinh Viet Thang, Director of the Civil Aviation Authority of Vietnam; Mr. Dinh Viet Thang provided documents and records related to the decline in working capacity issued by competent authorities according to regulations.
