The Department of Salaries and Social Insurance (Ministry of Home Affairs) has completed the Salary and Allowance Project for cadres, civil servants, public employees and armed forces.

According to the report summarizing the work in 2025, deploying tasks for 2026 of the Department of Salaries and Social Insurance (Ministry of Home Affairs), in the field of social insurance (SI), all guiding documents for the implementation of the 2024 SI Law have been consulted and promulgated fully and promptly, including resolutions, decrees and circulars, ensuring simultaneous effectiveness from July 1, 2025. The completion of the system of documents is assessed as creating an important legal basis for the law to soon enter life.

The Department participates in building and completing the Project on salaries and allowances for cadres, civil servants, public employees and armed forces after arranging the organizational structure and local government organization at 2 levels. This project has been considered and approved by the Politburo in Conclusion No. 206-KL/TW, as a basis for implementing salary policies in the new period.

In the field of wages in the production - business and labor relations sector, the Department continues to play the leading role of the National Wage Council and the Labor Relations Committee.

In 2025, the Government issued a decree adjusting the minimum wage for employees working under labor contracts with an average increase of 7.2%. The labor relations situation in enterprises is generally stable, the number of strikes has decreased compared to the previous year, and no complicated cases have arisen.

At the conference summarizing the work in 2025, deploying tasks for 2026 of the Department of Salaries and Social Insurance held on January 13, Deputy Minister of Home Affairs Nguyen Manh Khuong acknowledged and highly appreciated the efforts and results that the collective leadership, civil servants, public employees and employees of the Department of Salaries and Social Insurance achieved in 2025.

According to the Deputy Minister, in the context of the socio-economic situation at home and abroad still facing many difficulties, the requirement for state management innovation in the field of salaries and social insurance is increasing, the Department has proactively advised, actively implemented and completed a large volume of assigned tasks. In which, institution building work is identified as one of the highlights.

Deputy Minister Nguyen Manh Khuong emphasized that the Project on salaries and allowances for cadres, civil servants, public employees and armed forces approved by the Politburo in Conclusion No. 206-KL/TW has an important orientation for the implementation of salary policies in the new period, especially in the context of arranging the organizational structure and implementing the two-level local government model.

Regarding the field of social insurance, the Deputy Minister highly appreciated the Department's advising on organizing the implementation of the 2024 Law on Social Insurance to be implemented from July 1, 2025.

This is a law with a very broad scope of impact, directly related to tens of millions of workers participating, millions of people receiving pensions and potential participants in the coming time. The effective organization of the implementation of the Law is identified as a task of great significance in ensuring the legitimate rights and interests of the people.
