Minister of Home Affairs Pham Thi Thanh Tra said the above at the regular Government meeting in August 2025 held on September 6.
The Minister of Home Affairs requested ministries and ministerial-level agencies to urgently supplement and adjust the institutional system to meet the requirements of operating local governments at 2 levels in each field.
Another major content that must be reported to the Politburo this September is salary adjustments and allowances.
Accordingly, the Ministry of Home Affairs proposed to adjust 3 groups of allowances associated with the arrangement of the apparatus, administrative units and operation of local governments at two levels. These are: Leadership allowances; regional allowances; special allowances.
Regarding the adjustment of the basic salary level, the Minister said that it is necessary to summarize Resolution 27 on salary policy reform, thereby calculating a long-term strategy for salary reform.
Another content that needs to be reported to the Politburo is the review and completion of job positions. Currently, the job positioning system has changed a lot compared to before. Although we had a job positioning framework before, we now need to adjust it accordingly.
The Ministry of Home Affairs has sent documents to ministries and branches and proposed to coordinate the review and synthesis to promptly report to the Politburo, to serve as a basis for determining the payroll of each ministry, ministerial-level agency, government agency and local government. This is a very big and difficult problem, requiring close coordination to implement effectively.
Pointing out the second issue, Minister Pham Thi Thanh Tra suggested that ministries and branches focus on removing obstacles in handling administrative procedures, especially in the fields of land, investment, and construction.
It is necessary to increase training and guidance to help localities effectively implement decentralization, delegation of authority and decentralization of authority, avoiding confusion and delay.
Third, focus on building a specialized database, promoting digital transformation to ensure the goal of effective and efficient operation of local government at both levels.
Fourth, it is necessary to completely resolve the regime and policies for cadres, civil servants and public employees who retire according to Decree 178.
The Minister said that up to now, out of a total of more than 106,000 cases of jobless leave under this policy, nearly 80,000 people have been paid for the regime. The Ministry of Home Affairs requests the Ministry of Finance and ministries, branches and localities to focus on coordination to completely handle the remaining score, ensuring speed and transparency.
Fifth, Minister Pham Thi Thanh Tra noted that although many ministries and branches have paid attention and accompanied localities, there are still some ministries that are not really close.
To ensure progress, the Ministry of Home Affairs proposes that the Prime Minister chair a meeting to discuss and agree on 4 major contents before reporting to the Politburo:
The first is the issue of decentralization, delegation of authority and determination of authority after 2 months of implementation.
Second is the assessment of cadres and civil servants according to the provisions of the Law on Cadres and Civil Servants, at the same time reviewing, classifying and determining administrative unit standards and urban standards. The Ministry of Construction has coordinated with the Ministry of Home Affairs to basically complete this content.
Third is the job position framework.
Fourth is the adjustment of salaries and allowances for the restructuring of the apparatus.
