On July 29, at the regular meeting of the Standing Committee of the City People's Council in July 2025, Alternate Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the People's Committee of Luong City Nguyen Minh Triet affirmed the goal of perfecting policies for the new city in 2025.
Chairman of the City People's Committee Luong Nguyen Minh Triet emphasized that after a month of implementing the two-level local government model, the administrative apparatus has basically operated stably, and people have high consensus thanks to the significantly shortened administrative procedures - such as the issuance of Land Use Rights Certificates is only about 20 days instead of 1 year as before.
Mr. Triet said that the City People's Committee has basically completed the documents and documents for the upcoming thematic session. In particular, the work of reviewing legal documents is classified into 3 groups, as a basis for building new resolutions, ensuring unity and synchronization. From now until the end of the year, any completed policies will be applied immediately.
He suggested that the Standing Committee of the City People's Council continue to study and promote decentralization, clearly defining the responsibilities of the head of the People's Committee at the commune and ward levels.
In his concluding remarks, Chairman of the City People's Council Nguyen Duc Dung said that the City People's Council is proactively reviewing and grasping the practical situation to promptly adjust policies in accordance with the two-level government model, ensuring social security, economy - society, national defense and security.
With 18 contents to be submitted at the thematic session on August 12, Mr. Dung requested the City People's Committee to fully absorb opinions, complete the submission, especially the contents of supporting children, students, ethnic minorities, meritorious people and attracting high-quality human resources.
The City People's Committee will soon complete the draft resolution regulating policies to support preschool children, students, students and ethnic minorities; at the same time, complete regulations on service fees for educational activities at public educational institutions, to ensure implementation on time for the new school year to begin.
Continue to pay attention to building policies for meritorious people, as well as policies to attract capable cadres and workers. Regarding the field of public investment, the City People's Committee needs to carefully review, adjust, and study in accordance with current legal regulations.
The Chairman of the City People's Council noted that departments and branches continue to carefully inspect and review the progress of preparing documents for the session, ensuring that the contents submitted to the City People's Council are fully and accurately reviewed, contributing to ensuring the success and quality of the session. For legal documents, it is absolutely required not to make errors in the process of synthesis and review.
The City People's Committee also proposed to apply 135 resolutions from the Da Nang People's Council and the old Quang Nam People's Council, after updating the review results.
