According to the Propaganda and Mass Mobilization Committee of the Da Nang City Party Committee, after issuing Official Letter 229 dated April 22, 2025 on collecting public opinions on the names of new commune-level administrative units (ADUs) after the arrangement, the City Party Committee Executive Committee met on April 23, 2025 and issued new instructions.
The City Party Committee has agreed to adjust and finalize the final plan: after the arrangement, Da Nang will only have a total of 16 commune-level administrative units. Of which, 12 are wards, 3 communes and 1 special zone (Hoang Sa).
Implementing this Resolution, the Propaganda and Mass Mobilization Committee of the City Party Committee continues to request Party committees, Party organizations and media agencies to step up information and propaganda work. The goal is to mobilize and create high consensus among cadres, party members and people of all walks of life on the policy of arranging commune-level administrative units according to the approved plan of 16 units, ensuring effective implementation in accordance with the original direction in Official Dispatch 229.
Da Nang City also immediately implemented the adjustment of administrative boundaries and rearranged a series of administrative units at ward and commune levels in the area. This plan includes merging many existing wards and communes into new, larger units, and adjusting the boundary between Hoa Vang district and the districts.
It is expected to adjust 8.40 km2 of natural area and 1,342 people of Hoa Lien commune (Hoa Vang) to merge into Hoa Bac commune (Hoa Vang).
In urban districts, many wards will be merged to establish new wards with larger scale. Hai Chau District plans to establish Hai Chau ward (from 5 old wards) and Hoa Cuong ward (from 4 old wards). Thanh Khe district established Thanh Khe ward (from 5 old wards). Son Tra district established An Hai ward (from 3 old wards) and Son Tra ward (from 3 old wards). Ngu Hanh Son district established Ngu Hanh Son ward (from 4 old wards). Cam Le district established Cam Le ward (from 3 old wards).
Notably, there is a merger and transfer between Hoa Vang districts and districts. An Khe ward (Thanh Khe) will merge 2 more wards of Cam Le district. Hoa Khanh and Lien Chieu new wards (Lien Chieu district) will be established on the basis of existing wards and receive more Hoa Son and Hoa Lien communes from Hoa Vang district. Similarly, Hai Van ward (Lien Chieu) will receive more Hoa Bac commune (after adjustment) from Hoa Vang. Hoa Xuan ward (Cam Le) will receive 2 more communes of Hoa Phuoc and Hoa Chau from Hoa Vang.
Hoa Vang district also rearranged the communes: established Hoa Vang commune (from 2 old communes), Hoa Tien commune (from 2 old communes), and Ba Na commune (from 2 old communes).
In addition, the plan also proposes to form Hoang Sa special zone, a district administrative unit equivalent to the commune level, on the basis of the current status of Hoang Sa island district. This adjustment and arrangement is expected to streamline the apparatus and improve the efficiency of state management at the grassroots level.
According to the new plan (April 23), Da Nang will have 16 communes, wards and special zones of Hoang Sa:
1. Establish Hai Chau ward on the basis of merging 05 wards: Thanh Binh, Thuan Phuoc, Thach Thang, Hai Chau, Phuoc Ninh (currently in Hai Chau district)
2. Establish Hoa Cuong ward on the basis of merging the status quo of 04 wards: Binh Thuan, Hoa Thuan Tay, Hoa Cuong Bac, Hoa Cuong Nam (currently in Hai Chau district)
3. Establish Thanh Khe ward on the basis of merging 05 wards: Xuan Ha, Chinh Gian, Thac Gian, Thanh Khe Dong, Thanh Khe Tay (currently in Thanh Khe district)
4. Establish An Khe ward on the basis of merging the original status of An Khe ward (currently Thanh Khe district) and 02 wards: Hoa An, Hoa Phat (currently Cam Le district)
5. Establish An Hai ward on the basis of merging 03 wards: Phuoc My, An Hai Bac, An Hai Nam (currently in Son Tra district)
6. Establish Son Tra ward on the basis of merging 03 wards: Tho Quang, Nai Hien Dong, Man Thai (currently in Son Tra district)
7. Establish Ngu Hanh Son ward on the basis of merging the status quo of 04 wards: My An, Khue My, Hoa Hai, Hoa Quy (currently in Ngu Hanh Son district)
8. Establish Hoa Khanh ward on the basis of merging the status quo of 02 wards: Hoa Khanh Nam, Hoa Minh (currently Lien Chieu district) and Hoa Son commune (currently Hoa Vang district).
9. Establish Lien Chieu ward on the basis of merging Hoa Khanh Bac ward (currently Lien Chieu district) and Hoa Lien commune (currently Hoa Vang district)
10. Establish Hai Van ward on the basis of merging the status quo of 02 wards: Hoa Hiep Bac, Hoa Hiep Nam (currently Lien Chieu district) and Hoa Bac commune (currently Hoa Vang district)
11. Establish Cam Le ward on the basis of merging 03 wards: Hoa Tho Tay, Hoa Tho Dong, Khue Trung (currently in Cam Le district)
12. Establish Hoa Xuan ward on the basis of merging Hoa Xuan ward (currently in Cam Le district) and 02 communes: Hoa Phuoc, Hoa Chau (currently in Hoa Vang district)
13. Establish Hoa Vang commune on the basis of merging 02 communes: Hoa Phong, Hoa Phu (currently in Hoa Vang district)
14. Establish Hoa Tien commune on the basis of merging 02 communes: Hoa Tien, Hoa Khuong (currently in Hoa Vang district)
15. Establish Ba Na commune on the basis of merging 02 communes: Hoa Ninh, Hoa Nhon (currently in Hoa Vang district)
16. Forming Hoang Sa special zone (DVHC equivalent to commune level) on the basis of the current status of Hoang Sa island district.
