Recorded at the Ngu Hanh Son Ward Public Administration Service Center, this unit will conduct a trial operation according to three scenarios to evaluate the effectiveness of providing grassroots public administrative services after the arrangement of administrative units.
In the first option, the marriage registration procedure is carried out at the new ward People's Committee - from receiving documents, supporting electronic identification accounts to returning results in 1 day (in case of verification, it is 5 days). The staff performs the operation of digitizing documents, providing complete and accurate instructions according to the provisions of Decree 118/2025/ND-CP.
The second option - construction licensing - is a pilot step in decentralizing procedures from the district level to the ward level. After receiving at the one-stop department, the dossier is transferred to the professional department for processing within 15 days. The professional staff assessed the results on site and transferred the results to the Center to return to the people.
In particular, the third option is to pilot the acceptance regardless of administrative boundaries, applied to land change procedures. People can submit their application at any reception department, without having to go to the land. The file is scan, digitized and rotated through the system, combined with the utility post office to transfer the paper copy to the processing agency and return the results.
Along with that, the processing of petition reflections through the Da Nang comments Portal (https://gopy.danang.gov.vn) is integrated into operation. People should send feedback, classification systems and forward them to the People's Committees at the commune level or specialized departments for handling, ensuring publicity, transparency and timely feedback.
Also on the afternoon of June 21, Ngu Hanh Son Ward unit also tested the operation of the Smart Monitoring and Operation Center (IOC) of Ngu Hanh Son Ward as planned.
According to Mr. Mai Xuan Thuy - Deputy Head of the Department of Culture - Science and Information of Ngu Hanh Son District, currently, this Center has monitoring systems, surveillance camera systems in the ward, connecting with administrative agencies, public service units, and traffic cameras.
" An electronic one-stop system, a public service system monitors the situation of receiving and returning results of documents in the ward. The system of giving comments and receiving feedback from organizations and citizens on the city's IOC system will be forwarded to the ward IOC and assigned to local agencies and units, and relevant agencies to receive and process. And the monitoring system warns of rainwater levels and monitors them," said Mr. Thuy.
The trial operation will take place over 3 days, June 21, 22 and 23, then a meeting and experience will be drawn, and deployed to all 94 communes, wards and special zones on June 25-26.
It is expected that the Secretary of Quang Nam province and the Secretary of Da Nang city will meet to review experience again on June 28 so that by June 30 according to the Central schedule, they will announce all decisions on merging Da Nang city and Quang Nam province into the new Da Nang city along with decisions to announce the Da Nang City Party Committee, decisions on personnel, City Party Committee, People's Council, People's Committee, all relevant levels.
