Delegate Le Thi Thanh Lam (Can Tho Delegation) said that currently, the strong development of digital technology, especially artificial intelligence (AI), has created many new means and methods of violation such as fraud, facial and voice counterfeiting.
These tricks are difficult to identify, greatly affecting network security and people's rights. The draft has initially paid attention to protecting children in cyberspace, but in reality, it shows that other vulnerable groups such as the elderly, people with disabilities, and people with limited behavioral abilities are also vulnerable to attack.
The delegate cited the fraud targeting the elderly, such as the impersonation of a functional agency to ask a 75-year-old woman in Da Nang to transfer all her savings, or the case of a farmer in Phu Tho who took all the money from selling buffaloes to transfer. The media has reported many cases.
According to the delegate, high-tech criminals are fully exploiting the lack of cybersecurity skills of vulnerable groups.
Although some cases have been promptly stopped by authorities, the trend of abusing AI to personalize fraud is increasing.
Therefore, the delegate suggested that in the section on prohibited acts on cybersecurity, it is necessary to add a regulation prohibiting the use of AI to forge faces, voices and other fake technologies to impersonate organizations and individuals to defraud, distort or cause confusion, and harm the legitimate rights and interests of the people.
Proposing to expand the group of protected subjects, in addition to children, it is necessary to add the elderly and other vulnerable groups to ensure coverage, in line with the current situation of high-tech crimes.

Delegate To Van Tam (Quang Ngai Delegation) was interested in the prohibited acts in the draft law and proposed studying and adding the acts of "adullying the Party's guidelines and policies, the State's laws", "insulting the Party Committee" to the list of prohibited acts.
He said that currently, in cyberspace, in addition to insulting the National Flag and National Anthem, there has been a phenomenon of insulting the Party Flag - a sacred symbol of the Party and the nation, associated with many generations of cadres and Party members who have sacrificed and contributed.
The delegate also proposed adding the behavior of using AI to distort, defame, and insult others.
"AI technology is developing rapidly, bringing many benefits in learning and research, but is also being exploited to create fake images and videos to defame, slander, and insult the honor and dignity of individuals and organizations.
Therefore, it is necessary to add a regulation prohibiting the use of AI for purposes of distorting, insulting or damaging the reputation and honor of others," said delegate To Van Tam.
Delegate Le Thi Ngoc Linh (Ca Mau Delegation) highly appreciated the addition of strictly prohibiting the use of AI to create, edit, and disseminate clips, images, sounds, and documents with defaming, defaming, false information, and fake identities.
