On the afternoon of October 27, the National Assembly discussed in the hall a number of contents with different opinions of the draft Law on Emergency Situations.
In his acceptance report, General Phan Van Giang - Politburo member, Minister of National Defense - stated that the drafting agency will absorb the maximum opinions to work with relevant agencies to revise, making the law concise, easy to understand, easy to implement and easy to apply in special cases.
According to General Phan Van Giang, when encountering an emergency, these are special situations that do not happen normally. When a disaster occurs, all subjects in society are severely affected, regardless of rich or poor.
"Some delegates identified the target as the elderly, lonely, and vulnerable to be ready to help when faced with no food or water... If there is a disaster and they are taken away (d relocated - PV), they must be taken away, the rich will become poor, if not all", the General emphasized the severity of the disaster. Therefore, response preparation must be comprehensive and includes all aspects.

Responding to the delegates' opinions on the authority of the Prime Minister, General Phan Van Giang affirmed that he would study to ensure the fastest effectiveness, whether it is an order of the Prime Minister or a report to competent authorities to use forces and means and apply measures in the most effective and fastest way, meeting specific requirements.
Regarding the national defense and security emergency, General Phan Van Giang said that the Law on National Defense, Security and Industrial Mobilization has provisions related to the emergency.
Therefore, the drafting committee will absorb and research to include in the draft law the most basic contents, ensuring the consistency, clarity and completeness of the legal system.
Recognizing the opinion of delegate Duong Khac Mai, the Minister of National Defense said that receiving feedback from the people is very necessary, but the information must be filtered.
He said the 112 phone number was set up to receive information related to the emergency. Using text messages to warn people is an effective solution, but it is necessary to ensure the authenticity of the information.
Regarding exercises and training, General Phan Van Giang affirmed that training and training have been specifically regulated in Article 32 of the draft law.
Accordingly, the Minister of National Defense, the Minister of Public Security and other ministries and branches will base on their tasks to organize training, ensuring consistency in content and suitability with the characteristics of each branch.
Regarding the effectiveness of the law, General Phan Van Giang expressed his agreement with the proposed law effective from July 1, 2026, 6 months earlier than expected.
He said that regulations on civil defense have been and are being effectively applied, especially in flood and storm prevention.
"We, the armed forces, are also familiar with this. Military Region 4 has just reported that Hue was flooded with very heavy rain," said the Minister of National Defense.
Regarding international cooperation, the Minister emphasized the importance of international cooperation in weather forecasting and natural disaster warnings. He said that Vietnam is actively absorbing and integrating information from hydrometeorological centers around the world to improve domestic forecasting capacity.
