Dedicating 88,635 billion VND to people's health care in the period 2026-2030

Resolution 262/2025/QH15 of the National Assembly decided that the total investment capital for health care, population and development in the period 2026 - 2030 is 88,635 billion VND.

Politburo Member, National Assembly Chairman Tran Thanh Man signed and promulgated Resolution No. 262/2025/QH15 approving the investment policy of the National Target Program on health care, population and development for the period 2026 - 2035.

Accordingly, the goal is to ensure that all people are managed and given initial health care, prevent diseases early, remotely, right at the grassroots level, and limit diseases.

At the same time, increase the birth rate, strive for gender balance at birth, adapt to population aging, and improve population quality.

Strengthen care for vulnerable groups; contribute to improving physical and mental health, stature, life expectancy and quality of life of the people, building a healthy Vietnam.

The Resolution clearly states that striving for the rate of people having electronic health numbers and health management according to life cycles to reach 100% from 2030; the rate of commune, ward, and special zone health stations implementing prevention, management, and treatment of some non-communicable diseases according to the guidance of the Ministry of Health to reach 100% by 2030 and maintain it until 2035...

The National Assembly also decided that the total capital to be implemented in the period 2026 - 2030 is 88,635 billion VND.

In which, the central budget capital is 68,000 billion VND (including public investment capital: 39,200 billion VND; regular budget: 28,800 billion VND); local budget capital is 20,041 billion VND (including public investment capital: 8,492 billion VND; regular budget: 11,549 billion VND); other capital sources are expected to be 594 billion VND.

Based on the implementation results of the Program for the period 2026 - 2030, the Government submits to the National Assembly for decision on the capital source for implementing the Program for the period 2031 - 2035.

The Resolution also stipulates specific mechanisms and policies in the implementation of the Program. Accordingly, the National Assembly decides to allocate central budget expenditures; the Prime Minister assigns estimates and plans to ministries, central agencies and localities according to the total Program capital, detailed investment expenditures, and regular expenditures.

The provincial-level People's Council decides or decentralizes to the commune-level People's Council to decide on detailed allocation to the content, activities, spending areas, component projects, list of public investment projects of the Program according to the state budget allocation norms decided by the provincial-level People's Council.

Ministries, central agencies, People's Committees at all levels and units using state budgets at all levels decide to adjust funds and capital from contents and activities that have expired their expenditure tasks to implement other contents and activities under the Program to ensure that they do not exceed the total level, and do not change the structure of investment expenditures and regular expenditures assigned by competent authorities.

The Prime Minister stipulates the principles, criteria, and norms for central budget allocation for the Program.
