These are specific goals in the draft Resolution of the National Assembly on the National Target Program on Health Care, Population and Development for the period 2026-2035, which the National Assembly officially approved this morning, December 11.
The general goal of the program is to ensure that all people are managed, receive primary health care, prevent diseases early, from afar, right at the grassroots level, limit diseases; increase birth rate, strive for the sex ratio at birth to achieve natural balance, adapt to population aging, improve population quality; enhance care for vulnerable groups; contribute to improving physical and mental health, stature, life expectancy and quality of life of the people, building a healthy Vietnam.

The program sets out specific goals:
Contributing to the implementation of the target of the rate of communes, wards and special zones meeting the National Criteria for Commune Health of 90% by 2030 and 95% by 2035.
Strive for the rate of people having electronic health books and life-cycle health management to reach 100% by 2030.
The rate of the Center for Disease Control (CDC) of provinces and cities with the capacity to test pathogens, nguyencies, antibodies to dangerous infectious diseases, clean water quality, and school hygiene according to the regulations of the Ministry of Health by 2030 will reach 100%.

The rate of commune, ward and special-use health stations nationwide implementing prevention, management and treatment of some non-communicable diseases according to the instructions of the Ministry of Health by 2030 will reach 100% and will be maintained until 2035.
The rate of malnutrition in children under 5 years old will decrease to below 15% by 2030 and to below 13%.
The rate of raw birth by 2030 will increase by 0.5‰ compared to 2025 and by 2035 will increase by 0.5‰ compared to 2030.
The sex ratio at birth by 2030 will decrease to below 109 boys/100 girls born alive and by 2035 will decrease to below 107 boys/100 girls born alive.
The rate of men and women receiving before-marriage health consultation and examination will reach 90% by 2030 and 95% by 2035; 70% of pregnant women will be screened for at least 4 most common congenital diseases by 2030 and 90% by 2035; 90% of newborns will be screened for at least 5 most common congenital diseases by 2030 and will reach 95% by 2035.
The number of vulnerable people accessing and using services at social care facilities will increase by 70% compared to 2025 and by 2035 will increase by 90% compared to 2030.
Regarding the funding for the Program, the total capital for the 2026-2030 period is 88,635 billion VND, of which:
Central budget capital (VND68,000 billion), including public investment capital (VND39,200 billion) and regular budget (VND28,800 billion);
Local budget capital (VND 20,041 billion), including public investment capital (VND 8,492 billion) and regular budget (VND 1,549 billion);
Other capital (expected at VND594 billion).
Previously, authorized by the Prime Minister, Minister of Health Dao Hong Lan presented the Report on receiving, explaining, and revising the draft resolution
"The draft resolution stipulates specific policies in the direction of decentralization and delegation of authority to ministries, central and local agencies in allocating estimates according to the total program capital; decided to adjust funding between activities within the total allocated capital, to ensure the implementation of the program's goals" - Minister Dao Hong Lan emphasized.
