Politburo member and National Assembly Chairman Tran Thanh Man has just signed and issued Resolution No. 1669/NQ-UBTVQH15 on the arrangement of commune-level administrative units of Hai Phong city in 2025.
The National Assembly Standing Committee decided to arrange to establish commune-level administrative units of Hai Phong city as follows: Thuy Nguyen, Thien Huong, Hoa Binh, Nam Trieu, Bach Dang, Luu Kiem, Le Ich Moc, Hong Bang, Hong An, Ngo Quyen, Gia Vien, Le Chan, An Bien, Hai An, Dong Hai, Kien An, Phu Lien, Nam Do Son, Do Son, Hung Dao, Duong Kinh;
An Duong, An Hai, An Phong, Hai Duong, Le Thanh Nghi, Viet Hoa, Thanh Dong, Nam Dong, Tan Hung, Thach Khoi, Tu Minh, Ai Quoc, Chu Van An, Chi Linh, Tran Hung Dao, Nguyen Trai, Tran Nhan Tong, Le Dai Hanh, Kinh Mon, Nguyen Dai Nang, Tran Lieu, Bac An Phu, Pham Su Manh, Nhi Chieu.
The communes include: An Hung, An Khanh, An Quang, An Truong, An Lao, Kien Thuy, Kien Minh, Kien Hai, Kien Hung, Nghi Duong, Quyet Thang, Tien Lang, Tan Minh, Tien Minh, Chan Hung, Hung Thang, Vinh Bao, Nguyen Binh Khiem, Vinh Am, Vinh Hai, Vinh Hoa, Vinh Thinh, Vinh Thuan, Viet Khe, Nam An Phu, Nam Sach, Thai Tan, Tran Phu, Hop Tien, An Phu, Thanh Ha;

After the arrangement, Hai Phong city has 114 commune-level administrative units, including 67 communes, 45 wards and 2 special zones.
This Resolution takes effect from the date of approval (June 16, 2025).
The competent authorities urgently carry out necessary preparations to ensure that local authorities in commune-level administrative units formed after the arrangement officially operate from July 1, 2025.
Local authorities in commune-level administrative units before the reorganization will continue to operate until the local government in commune-level administrative units is formed after the reorganization and officially operates.
The Government, the People's Council, the People's Committee of Hai Phong City, local authorities, administrative units related to the implementation of the arrangement and other relevant agencies and organizations are responsible for organizing the implementation of this Resolution.
Arrange and stabilize the apparatus of local agencies and organizations; stabilize the lives of local people, ensure the requirements of socio-economic development, national defense and security in the area.
Assign the Government, based on this Resolution and Project No. 401/DA-CP of the Government, to organize the accurate determination of the natural area of commune-level administrative units and publicly announce it before September 30, 2025.
At the same time, urgently deploy the work of measuring and determining the boundary scope of administrative units on the field to prepare documents on the boundary of administrative units according to regulations.
