Reporting the results of the implementation of the arrangement and streamlining of the apparatus according to the direction of the Central and the City Party Committee, representatives of the leaders of An Lao and Tien Lang districts said that the implementation work ensures correct principles, complete content, and suitability with the actual situation. Localities have developed personnel plans, expected to assign personnel to take on leadership and management positions for the 2025-2030 term and arrange a team of cadres, civil servants and public employees at Party, government and Fatherland Front (FFC) agencies at the commune level. At the same time, districts focus on directing the organization of expenditure congresses and grassroots party committees in accordance with instructions, preparing political reports and facilities to serve the congress.
At the meeting, representatives of the districts recommended that the city soon issue specific instructions on methods, methods, and implementation time for the establishment, dissolvement, and transfer of Party organizations and Party members; mobilizing cadres, civil servants, and public employees at district and commune levels to work at Party, government, and Vietnam Fatherland Front agencies. Localities also propose that the city soon have a policy to allow retirement and resolve the regime and policies for cadres, civil servants, public employees, and workers who wish to quit their jobs or retire early before the above time.
Speaking at the meeting, Standing Deputy Secretary of the City Party Committee Do Manh Hien acknowledged and highly appreciated the proactive and serious spirit of the Standing Committees of the An Lao and Tien Lang District Party Committees in implementing the arrangement of the apparatus and administrative units.
The Standing Deputy Secretary of the City Party Committee requested localities to continue to closely follow the instructions of the Central and City Party Committees; carefully review, ensure compliance with criteria and regulations and create consensus in the political system and people. In particular, it is necessary to promote propaganda work, create high unity in awareness and action among cadres, party members and people, and maintain political and ideological stability in the locality. The arrangement of the apparatus must ensure appropriateness, effectively promoting the role and responsibility of cadres after the arrangement. The work of arranging and perfecting personnel needs to be carried out objectively, publicly, transparently, based on capacity, qualities and task requirements.
The Standing Deputy Secretary of the City Party Committee also requested the Vietnam Fatherland Front Committee of the city, the Organizing Committee of the City Party Committee, and the Department of Home Affairs to pay attention to and guide localities on the Project on reorganizing the apparatus of new Party agencies, authorities, and the Vietnam Fatherland Front at the commune level. Districts urgently develop processes and issue decisions on personnel work to ensure the set criteria and standards; develop regulations, rules, functions and tasks of agencies; decisions on dissolving, establishing new, and transferring party organizations and party members; direct the organization of Party cell congresses as well as congresses of new communes. Leaders of the new communes are strengthened city officials, and officials at the grassroots level need to soon approach the new areas and work, ensuring normal work from July 1, 2025.
