On June 16, the People's Committee of Ho Chi Minh City coordinated with the People's Committees of Ba Ria - Vung Tau and Binh Duong provinces to organize a conference on the arrangement of departments, branches and public service units, in order to implement Resolution 202/2025/QH15 of the National Assembly on the arrangement of provincial-level administrative units.
In his opening speech, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc said that the newly formed Ho Chi Minh City on the basis of merging three localities will officially come into operation from July 1.
The new Ho Chi Minh City has an area of over 6,772 km2, a population of over 14 million people, with a two-level local government apparatus consisting of 168 communes, wards and a special administrative area.
Currently, Ho Chi Minh City is urgently completing the apparatus, facilities and necessary conditions before the deadline of June 30.

To ensure the progress of the Resolution, Mr. Nguyen Van Duoc suggested that the leaders of the People's Committees of the three localities and relevant departments, branches and sectors discuss and agree on a number of key contents, especially the plan to reorganize the government at all levels.
Localities will coordinate to develop a comprehensive project on reorganizing specialized agencies, administrative units and public service after the merger.
At the same time, summarize the plan to reorganize associations assigned by the Party and the State, as well as the plan to support training, career conversion, job introduction, purchase and rental of social housing for cadres, civil servants, public employees and non-professional workers affected after the reorganization of the political apparatus.
The Chairman of the Ho Chi Minh City People's Committee also requested the delegates to study and contribute opinions to promptly complete the projects, submit to the Standing Committee of the Ho Chi Minh City Party Committee for final comments, then submit to the Ho Chi Minh City People's Council for approval to ensure timely implementation from July 1.
In addition, Mr. Nguyen Van Duoc noted the transfer of the 2025 operating budget estimate to new communes and wards; the work of appointing personnel to lead People's Councils, People's Committees, agencies and units at the city and commune levels; as well as the handover of the organization, assets, equipment, documents... to ensure efficiency, avoiding waste. The existing facilities need to be exploited, prioritizing the conversion of functions to serve the goals of health, education, and culture.
Regarding the two-level local government model, the leaders of Ho Chi Minh City proposed a conference to carefully analyze to choose the model of organizing a Public Administration Service Center under the Ho Chi Minh City People's Committee or under the Ho Chi Minh City People's Committee Office, along with the network of Commune-level Public Administration Service Centers. The goal is to ensure unified and smooth administrative procedures, effectively serving people and businesses.
The conference also discussed the contents of decentralization and delegation of authority, clearly defining authority in the organization of the government apparatus, in order to improve the effectiveness and efficiency of state management.

After this milestone, the new Ho Chi Minh City political apparatus will officially operate smoothly, continuing to effectively carry out the task of socio-economic development, caring for people's lives, building a prosperous, civilized, modern, and humane city, contributing to bringing the country into a new era of development, an era of the Vietnamese people's rise" - Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc emphasized.
