Politburo member and National Assembly Chairman Tran Thanh Man has just signed and issued Resolution No. 1685/NQ-UBTVQH15 on the arrangement of commune-level administrative units of Ho Chi Minh City (HCMC) in 2025.
After the arrangement, Ho Chi Minh City has 168 commune-level administrative units, including 113 wards, 54 communes and 1 special zone.
According to the Resolution, Ho Chi Minh City has wards including: Saigon, Tan Dinh, Ben Thanh, Ong Lanh Bridge, Ban Co, Xuan Hoa, Nhieu Loc, Xom Chieu, Khanh Hoi, Vinh Hoi, Cho Quan, An Dong, Cho Lon, Binh Tay, Binh Tien, Binh Phu, Phu Lam, Tan Thuan, Phu Thuan, Tan My, Tan Hung, Chanh Hung, Phu Dinh, Binh Dong, Dien Hong, Hoa Lai, Hoa Hung Thuan, Binh Thuan, Binh Thoi, Binh Thoi, Binh Thoi, Binh Thuan Hiep, Thoi An, An Phu Dong, An Lac, Binh Tan, Tan Tao, Binh Tri Dong, Binh Hung Hoa, Gia Dinh, Binh Thanh, Binh Loi Trung, Thanh My Tay, Binh Quoi,

This Resolution takes effect from the date of approval (June 16).
The competent authorities urgently carry out necessary preparations to ensure that local authorities in commune-level administrative units formed after the arrangement prescribed in Article 1 of this Resolution officially operate from July 1, 2025.
Local authorities in commune-level administrative units before the reorganization will continue to operate until the local government in commune-level administrative units is formed after the reorganization and officially operates.
The Government, the People's Council, the People's Committee of Ho Chi Minh City, local authorities, administrative units involved in the implementation of the arrangement and other relevant agencies and organizations are responsible for organizing the implementation of this Resolution.
Arrange and stabilize the apparatus of local agencies and organizations; stabilize the lives of local people, ensure the requirements of socio-economic development, national defense and security in the area.
Assign the Government, based on this Resolution and Project No. 356/DA-CP dated May 9 of the Government, to organize the accurate determination of the natural area of commune-level administrative units and publicly announce it before September 30, 2025.
At the same time, urgently deploy the work of measuring and determining the boundary scope of administrative units on the field to prepare documents on the boundary of administrative units according to regulations.
