Ho Chi Minh City - pioneer in digital economic development
As one of the important locomotives of the Vietnamese economy, Ho Chi Minh City identifies the digital economy as one of the important pillars in the socio-economic development strategy for the period up to 2030, especially in the context of implementing Resolution 57 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.
As the largest city in the country, Ho Chi Minh City is not only an economic center but also a place where many resources of technology, high-quality human resources and startups are concentrated.
According to Chairman of the Ho Chi Minh City People's Committee Phan Van Mai, Resolution 57 of the Politburo is right on the key contents that Ho Chi Minh City is implementing, especially digital transformation and innovation.
Currently, Ho Chi Minh City has built many specific mechanisms and policies to promote the development of the digital economy. Notably, Resolution No. 98 of the National Assembly allows the city to pilot outstanding mechanisms and policies and prioritize attracting investment in the high-tech and science and technology sectors. This focuses especially on important sectors of the digital economy, such as electronics and semiconductor manufacturing.
Resolution 98 also empowers Ho Chi Minh City to deploy experimental mechanisms (sandboxes) in the field of science and technology, creating conditions for the city to experiment and test new initiatives, contributing to promoting the development of the digital economy.
According to Mr. Phan Van Mai, in the period of 2025 - 2030, Ho Chi Minh City will build a comprehensive strategy to develop modern, smart, and environmentally friendly digital infrastructure. The city will prioritize investment in artificial intelligence (AI), 5G and post-5G technology, robotics, biotechnology, 3D printing, Internet of Things (IoT) and new materials. At the same time, advanced data centers, shared digital platforms and cybersecurity systems will be strengthened to ensure safety and efficiency in operations.
Eco-industrial parks and science and technology parks in Ho Chi Minh City are also being developed to attract high-tech enterprises, support start-ups and innovation. The city also focuses on transforming export processing zones and industrial parks into modern and environmentally friendly ones.
Ho Chi Minh City is promoting the application of information technology in state management, modernizing public administrative services and transparently disclosing socio-economic information. The Intelligent Operations Center (IOC) will play an important role in big data-based governance, supporting more effective operations.
Solutions such as digital finance and cashless payments are also encouraged to develop, along with effective measurement and implementation of digital economic indicators. The National Action Plan on Digital Economic Development for the 2026-2030 period is being actively implemented to promote sustainable growth.
