According to VNA, on December 5, at the scientific workshop on decentralization and delegation in the revolution of streamlining the organizational apparatus, Deputy Minister of Home Affairs Truong Hai Long said that the issue of decentralization and delegation in state management is one of the important contents to define powers at each level, improve the effectiveness and efficiency of state management activities, especially in the context of building and perfecting the socialist rule-of-law state of Vietnam.
According to Deputy Minister Truong Hai Long, the decentralization and delegation of power between the Central Government, the Government and local authorities are not substantial, not synchronous, not reasonable, not meeting the requirements of the new era, slowing down the country's development process, leading to a mechanism of asking and giving, easily giving rise to corruption, waste and negativity.
Faced with the urgent need for a streamlined organizational revolution, promoting decentralization and delegation between the Government and local authorities plays a key role, creating a driving force for development, and is a prerequisite for organizing a "streamlined - lean - strong - efficient - effective - efficient" apparatus.
Dr. Tran Anh Tuan - Chairman of the Vietnam Association of Administrative Sciences, former Deputy Minister of Home Affairs - said that decentralization and delegation of power in the State apparatus both promote the initiative, self-determination, self-making and self-responsibility of localities, and ensure unity in national management by the Central Government.
Reasonable decentralization and delegation of power will promote development and achieve the goal of “streamlining – strength – efficiency – effectiveness – efficiency” of the entire political system. On the contrary, it will hinder the development of each locality and the whole country.
According to Mr. Tuan, in Vietnam, in this revolution of streamlining the organizational apparatus, decentralization and delegation between the Central Government and local governments is both an urgent and key issue, a strategic breakthrough, eliminating bottlenecks so that each locality and the whole country can enter an era of strong development. Therefore, it is necessary to have a correct approach in terms of thinking, awareness, and practice towards decentralization and delegation.
Currently, the thinking and awareness of decentralization and delegation between the central and local levels are slowly changing. Decentralization has not changed, only focusing on decentralization and delegation. Decentralization and delegation are just formalities, in fact, we still have to ask for opinions, reach consensus, and reach an agreement before making a decision... "Everyone has the right but no one is responsible," said Mr. Tuan.
He said that in order to “bypass” the bottlenecks and blockages in decentralization and delegation of power, many localities have sought every way to “ask for permission to pilot” some special mechanisms and policies that are superior in decentralization, delegation of power, and authorization, beyond the provisions of the law. Too many special features will no longer be special and will create unfairness to other localities.
In the revolution of streamlining the organizational apparatus, in addition to restructuring the organizational structure of the Government and local governments to be streamlined, to be effective and efficient, it is necessary to promote decentralization and delegation between the Central and local governments.
