On the afternoon of June 4, the National Assembly Standing Committee (NASC) gave its opinion on the reception, explanation, and revision of the draft Law on Employment (amended).
Presenting the report, Chairman of the Committee for Culture and Social Affairs (VHXH) Nguyen Dac Vinh said that up to now, the draft Law has ensured the goal of amending the Law, without major content with different opinions between the drafting agency and the reviewing agency.
The draft Law after being revised consists of 8 chapters and 55 articles (a reduction of 3 articles compared to the draft Law submitted to the National Assembly for discussion at the 9th session).

According to the Social Insurance Committee, regarding the monthly unemployment benefit level stipulated in the draft Law, there are opinions from National Assembly deputies (NADs) proposing to increase the benefit level to a minimum of 65% and allowing the Government to adjust it to a maximum of 75% in cases of economic crises and large-scale epidemics.
In addition, there are other opinions suggesting increasing the benefit level to 70% but not exceeding 5 times the regional minimum wage and for every 6 months of paying unemployment insurance, they are entitled to an additional month of unemployment benefits but not exceeding 12 months.
In response to comments, the Standing Committee of the Social Insurance Committee reviewed and stated that international experience and standards on unemployment insurance show that the subsidy level is not less than 45% of previous income or not less than 45% of the minimum wage, but not lower than the basic living standard; the minimum subsidy period is 12 weeks within 12 months.
According to the Social Insurance Committee, the benefit level as prescribed in the draft Law - 60% of the average monthly salary for unemployment insurance contributions is relatively consistent with international practice, in line with the allowance levels that employees receive when they lose their jobs according to current regulations.
"This level ensures that workers reduce difficulties and stabilize their lives during unemployment until they find a new job," said Chairman of the Social Insurance Committee Nguyen Dac Vinh.
In addition, the Standing Committee of the Social Insurance Committee has revised regulations on complaints, denunciations and handling of violations in unemployment insurance to suit the functions and tasks of the agency after restructuring the apparatus and harmonizing with current law.
At the same time, remove the regulation on handling violations, because it has been stipulated in specialized documents.

Some opinions suggested expanding or prioritizing loans for enterprises employing many female and elderly workers, owned by women, or start-ups and innovative enterprises (Article 9 of the draft Law).
There are also opinions suggesting expanding the subjects of preferential loans to create, maintain, expand jobs and work abroad.
According to the Social Policy Committee, taking into account the opinions of National Assembly deputies, the draft Law has been revised in the direction of assigning the Government to base on the actual situation to decide on expanding borrowers and applying lower interest rates.
The agency drafting the draft Law on Employment (amended) and related specialized agencies will continue to coordinate to complete the draft Law according to regulations.
